Community colleges: housing: local zoning regulations: exemption. Exempts commu- nity college districts (CCDs) from complying with local zoning ordinances for university housing de- velopment projects that are constructed on property owned or leased by the CCD, provided certain condi- tions are met. Stipulates that if the project includes housing units for faculty or staff, a portion of those units be made available at affordable rent levels to extremely low income and lower income faculty and staff. An act to add Section 81055 to the Education Code, relating to community colleges. AB 662, Alvarez. Postsecondary education: mixed- use intersegmental educational facility in the City of Chula Vista: South County Higher Education Plan- ning Task Force. This bill establishes, until January 1, 2031, the South County Higher Education Plan- ning Task Force for the purposes of evaluating the feasibility of establishing a mixed-use intersegmen- tal educational facility in the City of Chula Vista, with participation from the University of California (UC), California State University (CSU) and the California Community College system (CCC). An act to add and repeal Section 66014.7 of the Ed- ucation Code, relating to postsecondary education. AB 677, Bryan. Pupil records and health: pupils experiencing homelessness: directory information and reporting. Authorizes directory information of a student identified as a homeless child or youth to be disclosed to facilitate an eye examination by a non- profit eye examination provider or a free oral health assessment hosted by schools, unless the parent or student accorded parental rights has provided writ- ten notice to the school that they do not consent to the physical examination. An act to amend Sections 49073, 49452.8, and 49455.5 of the Education Code, relating to pupils. AB 681, Elhawary. California DREAM Loan Program: limits. This bill increases the amount a graduate student may borrow under the California DREAM Loan Program in a single academic year, in the aggregate, and establishes an overall borrowing limit in the aggregate for both undergraduate and graduate programs. An act to amend Section 70034 of the Education Code, relating to student financial aid. AB 715, Zbur. Educational equity: discrimination: antisemitism prevention. This bill (1) establishes the Office of Civil Rights (OCR) under the administra- tion of the Government Operations Agency (Gov- Ops) and the position of Antisemitism Prevention Co- ordinator within OCR; (2) requires local educational agencies (LEAs) that know or have reason to know that instructional or professional development mate- rials were used that violate existing anti-discrimina-

An act to amend Section 69510 of the Education Code, relating to student financial aid. AB 602, Haney. Public postsecondary education: student behavior: drug and alcohol use: rehabilita- tion programs. Establishes an amnesty policy from specified disciplinary sanctions for students who seek medical attention for a drug overdose at the Cal- ifornia State University (CSU) and the University of California (UC). An act to amend Section 66300 of the Education Code, relating to public postsecondary education. AB 606, Quirk-Silva. Certificated employees: pro- fessional services credential: out-of-state applicants. Requires the Commission on Teacher Credentialing (CTC) to issue a preliminary professional services credential with a specialization in pupil personnel services (PPS) to an out-of-state prepared applicant who meets specified requirements. An act to amend Section 44266 of, and to add Sec- tion 44266.5 to, the Education Code, relating to cer- tificated employees. AB 629, Ward. School districts: equipment inven- tory. This bill raises the threshold value for includ- ing equipment in a school district’s inventory system from $500 to $1,500 and requires the Superintendent of Public Instruction (SPI) to biennially adjust the threshold for inflation and post the adjusted amount on the California Department of Education’s (CDE) website. An act to amend Section 35168 of the Education Code, relating to school districts. AB 640, Muratsuchi. Local educational agencies: governance training. Requires governing board members of school districts, county offices of edu- cation (COEs), and the governing body members of charter schools to be trained on K-12 public ed- ucation school finance governance laws by April 1, 2028, and at least once during their tenure serving as a local educational agency (LEA) official. Requires the Fiscal Crisis and Management Assistance Team (FCMAT) to write the school finance training cur- riculum. An act to add Article 6.5 (commencing with Sec- tion 35220) to Chapter 2 of Part 21 of Division 3 of Title 2 of the Education Code, relating to local edu- cational agencies. AB 642, Muratsuchi.
