Requires the Commission on Teacher Credentialing (CTC), by March 1, 2027, to develop, establish, and promulgate through the regulatory process, efficient routes to dual credentialing for teacher candidates and existing credential holders. An act to add Section 44238.5 to the Education Code, relating to teacher credentialing. AB 1123, Muratsuchi. Commission on Teacher Credentialing: membership. Modifies the compo- sition of the Commission on Teacher Credentialing (CTC) to allow for early childhood education (ECE) representation without expanding the total number of commissioners. An act to amend Section 44210 of the Education Code, relating to teacher credentialing. AB 1155, Fong. Law schools: externships: compen- sation. This bill requires each American Bar Asso- ciation (ABA)-accredited and California-accredited law school at the University of California (UC) or an independent institution of higher education, as defined, to allow students to receive compensation from an externship site while concurrently earning course credit. An act to add Chapter 7.5 (commencing with Sec- tion 66550) to Part 40 of Division 5 of Title 3 of the Ed- ucation Code, relating to postsecondary education. AB 1216, Committee on Education. Elementary and secondary education: omnibus. Makes techni- cal, clarifying, conforming, and other non-controver- sial revisions to a number of provisions in the Educa- tion Code. An act to amend Sections 8208, 44256, 48901.7, and 51222 of the Education Code, relating to elemen- tary and secondary education. AB 1230, Bonta. Pupil discipline: expulsions: pro- cedures. Makes several changes to the components and procedures for the development and review of a rehabilitation plan for a student who is subject to an expulsion order. The bill also specifies data col- lection and reporting requirements related to expul- sions for school districts and county offices of educa- tion (COEs). An act to amend Sections 48916, 48916.1, and 48926 of the Education Code, relating to pupil disci- pline. AB 1255, Committee on Education. Pupil instruc- tion: newcomer pupils: migrant education: migrant regions. As an urgency measure, modifies the defini- tion of migrant region related to services for migrant children to be comprised of county offices of educa- tion rather than geographical counties; and permits consideration of the inclusion of materials to meet the needs of newcomer students in the next adoption of instructional materials in English language arts English language development (ELA/ELD) without first revising the corresponding curriculum frame- work. An act to amend Sections 33547 and 54441 of the

Education Code, relating to pupil instruction, and declaring the urgency thereof, to take effect imme- diately. AB 1264, Gabriel. Pupil nutrition: restricted school foods and ultraprocessed foods of concern: prohibi- tion. Prohibits local educational agencies (LEAs) from selling “particularly harmful ultra-processed foods” (UPF) or beverages, beginning July 1, 2035. Prohibits a vendor from offering particularly harm- ful UPF to a school, beginning January 1, 2032. Re- quires the Office of Environmental Health Hazard Assessment (OEHHA) to adopt, by July 1, 2026, reg- ulations to define particularly harmful UPF. An act to amend Sections 49431, 49431.2, 49431.5, 49501.5, and 49531 of the Education Code, and to add Article 3 (commencing with Section 104660) to Chapter 2 of Part 3 of Division 103 of, and to repeal Sections 104665 and 104665.05 of, the Health and Safety Code, relating to pupil nutrition. AB 1306, Muratsuchi. Teacher preparation pro- grams: school districts and county offices of edu- cation: English learners. This bill authorizes the Commission on Teacher Credentialing (CTC) to approve local teacher preparation programs operat- ed by school districts or county offices of education that lead to an English learner-related authoriza- tion—specifically, the Crosscultural Language and Academic Development (CLAD) certificate, English Learner Authorization (ELA), or a bilingual autho- rization. An act to add Section 44253.45 to the Education Code, relating to teacher credentialing. AB 1390, Solache. Public school governance: board member compensation. Increases the maxi- mum monthly compensation for the governing board members of school districts and county boards of education. An act to amend Sections 1090 and 35120 of the Ed- ucation Code, relating to public school governance. AB 1412, Jeff Gonzalez. Special education: pupil transfers: residency requirements: records. This bill enhances educational continuity for students with disabilities who transfer into California schools— particularly military-connected students—by estab- lishing procedures for expedited records transfer and requiring timely implementation of individual- ized education programs (IEPs). An act to amend Sections 48204.3 and 56325 of the Education Code, relating to special education. AB 1438, Gallagher. School finance: administra- tive employee-to-teacher ratio: Paradise Unified School District. This bill, an urgency measure, ex- empts the Paradise Unified School District (PUSD) from fiscal penalties associated with exceeding the statutory cap on administrative employee-to-teach- er ratios for fiscal years 2024–25 through 2026–27. It also requires the district to report on its staffing ratios, reasons for noncompliance, and progress to- ward meeting the required ratio by 2026–27. An act to amend Section 41404.5 of the Education Code, relating to education finance, and declaring the urgency thereof, to take effect immediately. AB 1454, Rivas.
