Public postsecondary education: students with dependent children: childcare ser- vices, resources, and programs. This bill requires each California State University (CSU) and Califor- nia Community College (CCC) and requests each University of California (UC) financial aid office, childcare development center, and basic needs cen- ter to refer their respective students with dependent

Requires the State Board of Education (SBE) to conduct a follow-up instructional materi- als adoption for English language arts and English language development (ELA/ELD); and requires the Commission on Teacher Credentialing (CTC) to ensure that the program standards for the profes- sional preparation of candidates for the administra- tive services and the reading and literacy leadership specialist credentials includes preparation on how to support teachers in delivering instruction through effective means for teaching literacy. An act to add Sections 44265.1, 44270.6, and 60205 to the Education Code, relating to pupil literacy. 2025 Senate Education Laws SB 48, Gonzalez. Educational equity: discrimina- tion prevention coordinators. This bill requires the forthcoming Office of Civil Rights (OCR) to employ a Religious Discrimination Prevention Coordinator, a Race and Ethnicity Discrimination Coordinator, a Gender Discrimination Prevention Coordinator, and an LGBTQ Discrimination Prevention Coordinator. An act to add Sections 33803.2, 33803.3, 33803.4, and 33803.5 to the Education Code, relating to edu- cational equity. SB 67, Seyarto. Student financial aid: Cal Grants: Middle Class Scholarship Program: eligibility: dependents of members of the armed services sta- tioned outside of California. This bill extends eligi- bility for the Cal Grant and Middle Class Scholarship (MCS) Program to dependents of a member of the United States (US) Armed Forces who maintains California as their state of legal residence even if the dependent member did not graduate from a Califor- nia high school and who otherwise meets all other applicable eligibility requirements. An act to amend Sections 69411, 69433.9, 69436, 69514, and 70022 of the Education Code, relating to student financial aid. SB 98, Pérez. Elementary, secondary, and postsec- ondary education: immigration enforcement: notifi- cation. This bill, an urgency measure, requires the governing boards of school districts and county offic- es of education, and the governing boards of charter schools, to include procedures for notifying parents and school staff when immigration enforcement is confirmed on the school site within the school safe- ty plan. It further requires the California State Uni- versity (CSU), each California Community College (CCC) District (CCD), and each Cal Grant qualifying independent institution of higher education and re- quests the University of California (UC) Regents to issue a notification to specified individuals when the presence of immigration enforcement is confirmed on their respective campuses or schoolsites. An act to amend Sections 47605 and 47605.6 of, to amend, repeal, and add Sections 32282 and 66093.3 of, and to add, repeal, and add Section 47606.3 of, the Education Code, relating to education, and declaring
