An act to add Section 71094.5 to the Education Code, relating to community colleges. SB 437, Weber Pierson. California State University: claim eligibility: genealogy and descendancy. This bill authorizes up to $6 million of funds appropriated in the 2025 Budget Act for purposes of enabling the California State University (CSU) to explore options to determine how to confirm an individual’s status as a descendant of an enslaved person. It also requires that the CSU annually submit a report to the Legis- lature and Governor on pending and completed re- search projects along with a final report that includes recommendations for statewide implementation. An act to add Chapter 4.8 (commencing with Sec- tion 8308) to Division 1 of Title 2 of the Government Code, relating to postsecondary education, and mak- ing an appropriation therefor. SB 472, Stern. Pupil instruction: Holocaust and genocide education: notice, survey, and grant pro- gram. Requires the Superintendent of Public Instruc- tion (SPI) to establish the Holocaust and Genocide Education Grant Program to provide direct alloca- tions to local education agencies (LEAs) for the pur- poses of providing Holocaust and genocide education and professional training; requires the California Department of Education (CDE) to issue a notice to LEAs serving students in grades 7 to 12, clarifying that social science instruction is designed to provide a foundation for the understanding of human rights issues with particular attention to the study of the inhumanity of genocide, slavery, and the Holocaust; and authorizes the CDE to issue a survey to LEAs, no more than two years after the notice, on the status of Holocaust and genocide instruction at their schools. An act to add Section 51221.2 to the Education Code, relating to pupil instruction. SB 510, Richardson. Pupil instruction: treatment of African Americans. This bill requires the Instruc- tional Quality Commission (IQC), upon the next revision of the History-Social Science curriculum framework, after January 1, 2026, to consider in- cluding content on the historical, social, economic, and political contributions of African Americans and their experience with discriminatory laws and their efforts to establish economic and social stability in California. An act to amend Section 51226.3 of the Education Code, relating to pupil instruction. SB 568, Niello. Pupil health: epinephrine delivery systems: schoolsites and childcare programs. This bill (1) updates terminology from “epinephrine au- to-injectors” to “epinephrine delivery systems” rela- tive to the authority for a pharmacy to furnish epi- nephrine to local educational agencies (LEAs), the requirement that LEAs provide emergency epineph- rine to school nurses or trained personnel, and the authority for school nurses or trained personnel to use epinephrine to provide emergency medical aid to a person suffering from an anaphylactic reaction; (2) specifically includes programs operated by or under
children to local resource and referral agencies, and each other for purposes of connecting and informing students of existing childcare services and resourc- es. An act to amend Sections 66023.4 and 66023.5 of, and to add Sections 66027.83 and 66062 to, the Ed- ucation Code, relating to public postsecondary edu- cation. SB 307, Cervantes. Public postsecondary educa- tion: immigration enforcement. This bill requires the California State University (CSU) Trustees and requests the University of California (UC) Regents to implement additional precautionary measures in- cluding, among other things, requiring adoption of a system-wide policy on course grades, administrative withdrawal, and reenrollment for undocumented stu- dents unable to attend their courses due to immigra- tion enforcement activity. An act to add Section 66093.2 to the Education Code, relating to public postsecondary education. SB 373, Grove. Special education: nonpublic, non- sectarian schools or agencies. This bill expands state oversight of nonpublic, nonsectarian schools (NPSs) located outside of California that serve students with disabilities by strengthening certification standards, requiring local educational agencies (LEAs) to con- duct in-person interviews with placed students each year to assess their health and safety, and directing the California Department of Education (CDE) to de- velop an interview tool for this purpose. An act to amend Sections 49001, 56301, 56366.1, 56366.4, 56366.12, and 56836.20 of the Education Code, relating to special education. SB 374, Archuleta. Local educational agencies: an- nual reporting requirements: IDEA Addendum. This bill extends by one year the date by which the Cali- fornia Department of Education (CDE) must provide a report to the Legislature regarding the number and types of reports that local educational agencies (LEAs) are required to submit annually, and re- moves the requirement for the State Board of Edu- cation (SBE) to adopt an Individuals with Disabilities (IDEA) Addendum to the Local Control and Control Accountability Plan (LCAP) relating to service im- provements for student An act to amend Section 33318.2 of, and to repeal Section 52064.3 of, the Education Code, relating to school accountability. SB 389, Ochoa Bogh. Pupil health: individuals with exceptional needs: respiratory services: licensed vocational nurses. This bill authorizes a licensed vocational nurse (LVN), under the supervision of a credentialed school nurse, to provide basic respirato- ry services to a student with exceptional needs who requires specialized health care services during the schoolday. An act to amend Section 3765 of the Business and Professions Code, and to amend Section 49423.5 of the Education Code, relating to pupil health. SB 391, Laird. Community colleges: Chancellor of the California Community Colleges: data request fee policy. This bill authorizes the California Com- munity College (CCC) Chancellor to implement a
