Requires that voters be given until the 22nd day after each regularly scheduled statewide election to submit a vote by mail (VBM) ballot signature verification statement or an unsigned identification statement (hereinafter referred to collectively as “signature cure forms”) in order to resolve specified issues with their VBM ballots. Makes various other changes to state law related to the process for voters to resolve specified issues with VBM ballots. An act to amend Sections 2194, 3019, 3019.7, and 15301 of the Elections Code, relating to elections. AB 930, Ward. Elections and voting procedures. Makes various changes to state law governing vot- er-requested recounts of election results. Standard- izes laws related to the receipt of vote by mail (VBM) ballots. An act to amend Sections 4103, 15620, 15621, 15622, 15624, 15625, 15626, 15627, 15628, 15630, 15631, and 15632 of, and to repeal and add Section 15633 of, the Elections Code, relating to elections. AB 953, Pacheco. Political Reform Act of 1974: contributions and expenditures by foreign nationals. Prohibits foreign nationals, except for Deferred Ac- tion for Childhood Arrivals recipients, from making campaign contributions or expenditures in connec- tion with state and local elections, and prohibits the solicitation of contributions from such foreign nation- als. An act to amend Section 85320 of the Government Code, relating to the Political Reform Act of 1974. AB 1072, Pellerin. Elections: ballot mistakes. This bill requires the Secretary of State (SOS) to develop uniform standards and guidelines for a voter to cor- rect mistakes when voting. Prohibits foreign nation- als, except for Deferred Action for Childhood Arriv- als recipients, from making campaign contributions or expenditures in connection with state and local elections, and prohibits the solicitation of contribu- tions from such foreign nationals. An act to add Chapter 7 (commencing with Section 13600) to Division 13 of the Elections Code, relating to elections. AB 1249, Wilson. Early voting: satellite locations. Requires a county that does not conduct their elec- tions under the Voter’s Choice Act (VCA) model to provide early voting on the Saturday before statewide elections, as specified. An act to amend Sections 15101 and 15104 of the Elections Code, relating to elections. AB 17, Alanis. Elections: precinct maps. This bill requires county election officials to provide a dig- ital map of each precinct within the county free of charge. An act to add Section 12263 to the Elections Code, relating to elections. AB 94, Bennett. Recall elections: successors. This bill prohibits a recalled local officer from being ap- pointed to fill the vacancy of that office. An act to amend Sections 11382 and 11385 of the Elections Code, relating to elections. AB 287, Lackey. Elections: polling places and vote centers. This bill specifies that when a public entity provides use of one of its buildings for a polling place or vote center, it must also provide accessible park- ing, curbside parking, and storage at the location. An act to amend Section 12283 of the Elections Code, relating to elections. AB 359, Ramos. Fair Political Practices Commis- sion. Removes the January 1, 2026 sunset date from a provision of law that authorizes the Fair Political Practices Commission (FPPC) to contract with a local government agency, upon mutual agreement, to administer, implement, and enforce the agency’s local campaign finance or government ethics laws. An act to amend Section 83123.6 of, and to repeal Section 83123.5 of, the Government Code, relating to the Political Reform Act of 1974. AB 604, as amended, Berman Aguiar-Curry. Voter registration: residency confirmation. Redistricting: congressional districts. AB 604 would specify the elements that define the congressional districts that would be adopted only if (1) ACA 8 of the 2025–26 Regular Session is approved by the voters and takes effect, and (2) specified constitutional provisions be- come operable. An act to add and repeal Chapter 5 (commencing with Section 21400) of Division 21 of the Elections Code, relating to redistricting, and declaring the ur- gency thereof, to take effect immediately. AB 789, Bonta. Political Reform Act of 1974: secu- rity expenses. Allows a candidate or elected official, until 2029, to use an unlimited amount of campaign funds for security expenses to protect a candidate, elected officer, or the immediate family or staff of a candidate or elected officer, as specified. An act to amend Section 89517.5 of the Govern- ment Code, relating to the Political Reform Act of 1974. AB 808, Addis. Campaign statements and registra- tions: filing online or electronically. Eliminates the option for certain campaign disclosure reports to be filed by fax. Provides for a required independent ex- penditure (IE) verification statement to appear only on the semiannual or preelection campaign state- ment that discloses the IE.
