An act to add Section 33315.5 to the Education Code, and to add Section 8310.10 to the Government Code, relating to state government administration. AB 940, Wicks. Economic development: industry strategies. Directs the Governor’s Office of Business and Economic Development (GO-Biz) to develop a statewide industry strategy for the quantum tech- nology sector, in collaboration with regional part- ners. The bill replaces the original proposal for local “quantum innovation zones” with a more coordinat- ed, statewide approach aligned with the California Jobs First State Economic Blueprint. The strategy will identify key investments, partnerships, and reg- ulatory opportunities to support job creation and eco- nomic growth in this emerging sector. An act to add Article 6.3 (commencing with Sec- tion 12099.8) to Chapter 1.6 of Part 2 of Division 3 of Title 2 of the Government Code, relating to economic development. AB 979, Irwin. California Cybersecurity Integra- tion Center: artificial intelligence. Require the Cal- ifornia Cybersecurity Integration Center, in coordi- nation with the Office of Information Security, the Government Operations Agency, and relevant indus- try groups, to develop a California AI Cybersecurity Collaboration Playbook. This initiative would facili- tate information sharing about threats to AI systems to promote safe deployment. Critically, the bill would mandate reporting mechanisms for state contractors and vendors providing AI services, requiring them to disclose known threats and vulnerabilities. It would also ensure that information can be shared confiden- tially between parties. An act to amend Section 8586.5 of the Government Code, relating to technology. AB 1029, Valencia. Statements of financial interest: digital financial assets. This bill, beginning in 2027, deems digital finance assets as investments that pub- lic officials must disclose on their statements of eco- nomic interests. An act to amend, repeal, and add Section 82034, 87206, 87302, and 87350 of the Government Code, relating to the Political Reform Act of 1974. AB 1067, Quirk-Silva. Public employees’ retire- ment: felony convictions. Amends the California Public Employees’ Pension Reform Act (PEPRA) of 2013 by adding a new provision relating to public em- ployee misconduct and retirement benefits forfeiture due to a felony conviction. An act to add Section 7522.76 to the Government Code, relating to public employees’ retirement. AB 1098, Fong. California Education Interagency Council. Establishes the California Education Inter- agency Council (Council) within the Government Operations Agency (GovOps) to align education and workforce systems, support adult skill develop- ment, and address the changing nature of work and the economy. The Council would adopt strategic and workforce plans, issue recommendations to the Governor and Legislature, and create a faculty and employer advisory committee. The bill also creates the Office of the California Education Interagency Council (managing entity) as a neutral administra-

An act to add Chapter 17.43 (commencing with Section 7287) to Division 7 of Title 1 of the Govern- ment Code, relating to criminal procedure. AB 581, Bennett. State shrub. This bill establishes the bigberry manzanita (Arctostaphylos glauca) as the official state shrub. An act to add Section 425.16 to the Government Code, relating to state government. AB 655, Alvarez. California-Mexico Border Rela- tions Council. This bill authorizes the Speaker of the Assembly and President pro Tempore to appoint one member of their respective houses of the Legislature to the California-Mexico Border Council (Council) as an ex officio, nonvoting Council member and makes various conforming changes to the statutory establishment of the Council. An act to amend Section 99522 of the Government Code, relating to state government. AB 786, Solache. California Pollution Control Fi- nancing Authority: name change. Changes the name of the California Pollution Control Financing Agency to the Capital Programs and Climate Financing Au- thority. An act to amend Sections 6588.7, 7924.505, and 12100.33 of the Government Code, to amend Sec- tions 40448.6, 41503.6, 44391.4, 44500, 44501, 44504, 44515, 44558, 44559.1, 44559.13, 44559.14, and 53545.14 of the Health and Safety Code, to amend Sections 14584 and 42652.5 of the Public Resources Code, and to amend Sections 201.5 and 6010.10 of the Revenue and Taxation Code, relating to state govern- ment. AB 822, Elhawary. Commission on the State of Hate. This bill extends the sunset of the Commission on the State of Hate to January 1, 2031, and extends the final Annual State of Hate Commission Report due date to July 1, 2030. An act to amend Sections 8010 and 8011 of the Gov- ernment Code, relating to state government. AB 932, Irwin. Community youth athletics pro- grams: sex or gender discrimination. AB 932 ex- tends existing gender discrimination prohibitions in youth sports to local educational agencies, specific to school and recreation facilities and resources. An act to amend Section 53080 of the Government Code, relating to discrimination. AB 935, Ransom. State agencies: complaints: de- mographic data. Requires the California Civil Rights Department to collect, publish, and transmit demo- graphic information, as specified.
