Code, relating to local government. SB 516, Ashby. Enhanced infrastructure financing districts: California Capital City Downtown Revital- ization Act. This bill enacts the California Capital City Downtown Revitalization Act, which creates a new type of enhanced infrastructure financing dis- trict (EIFD) specific to Downtown Sacramento. An act to amend Section 53398.75 of, and to add Section 53398.75.8 to, the Government Code, relat- ing to land use. SB 518, Weber Pierson. Descendants of enslaved persons: reparations. This bill, contingent upon ap- propriation of sufficient funding by the Legislature, establishes the Bureau for Descendants of American Slavery (Bureau) within state government, and es- tablishes the Bureau’s duties relating to determining an individual’s status as a descendant. An act to add Chapter 2 (commencing with Section 12910) to Part 2.8 of Division 3 of Title 2 of the Gov- ernment Code, relating to state government. SB 521, Gonzalez. Public employment: disqualifi- cation. This bill permanently disqualifies a city man- ager or attorney, or any person acting under contract for such services, convicted of a felony from any fu- ture public employment in an equivalent role. This bill also adds a felony involving a conflict of interest arising directly out of a public employee’s official du- ties as grounds for a five-year disqualification from any public employment within the state. An act to amend Section 1021.5 of, and to add Sec- tion 1021.6 to, the Government Code, relating to pub- lic employment. SB 580, Durazo. Attorney General: immigration enforcement policies. This bill requires the Attorney General, on or before July 1, 2026, in consultation with appropriate stakeholders, to publish model pol- icies and guidance, audit criteria, and training rec- ommendations for state and local agencies and the databases they operate relating to interaction with immigration authorities consistent with federal and state law, and requires local and state agencies to im- plement these policies or an equivalent by January 1, 2027. An act to add Section 12532.5 to the Government Code, relating to state government. SB 595, Choi. Local government: investments and financial reports. This bill changes local government annual financial reporting deadlines, extends the authority for certain types of local government in- vestments, and allows local governments to invest in longer maturity investments. An act to amend Sections 53601, 53601.6, and 53895 of the Government Code, relating to local gov- ernment. SB 598, Durazo. Public contracts: local water infra- structure projects: Construction Manager/General Contractor project delivery method. This bill autho- rizes a local agency to use the construction manager/ general contractor (CM/GC) project delivery meth- od for specified water infrastructure projects until January 1, 2031. An act to add Chapter 4.9 (commencing with Sec- tion 22199.5) to Part 3 of Division 2 of the Public Con- tract Code, relating to public contracts.
An act to amend Sections 7522.02 and 7522.05 of the Government Code, relating to retirement. SB 459, Grayson. Peace officers: confidential com- munications: exceptions: group peer support ser- vices. This bill gives law enforcement personnel the right to refuse to disclose, and prevent another from disclosing, confidential communications between the law enforcement personnel and a peer support team member or another law enforcement person- nel, as specified, and authorizes the disclosure of a confidential communication in a juvenile delinquen- cy proceeding. An act to amend Sections 8669.3 and 8669.4 of the Government Code, relating to peace officers. SB 461, Padilla. State real property: City of Impe- rial. This bill authorizes Director of the Department of General Services (DGS) to sell or lease to the City of Imperial, all or any part of the California Highway Patrol (CHP) El Centro Area office, as specified. An act to add Section 11011.32 to the Government Code, relating to state property, and making an ap- propriation therefor. SB 464, Smallwood-Cuevas. Employer pay data. This bill, for existing pay data reporting require- ments of private employers, 1) requires employers to collect and store demographic information gathered separately from employees’ personnel records; and 2) beginning January 1, 2027, increases the number of job categories that employers must report on. An act to amend, repeal, and add Section 12999 of the Government Code, relating to civil rights. SB 470, Laird. Bagley-Keene Open Meeting Act: teleconferencing. This bill extends, for another four years, until January 1, 2030, alternative teleconfer- ence rules under the Bagley-Keene Open Meeting Act (Bagley-Keene or Act), as specified. An act to amend Sections 11123.2 and 11123.5 of, the Government Code, relating to state government. SB 477, Blakespear. California Fair Employment and Housing Act: enforcement procedures. Modifies the timelines for the Civil Rights Department (CRD or Department) to issue right-to-sue notices and tolls the statute of limitations for the Department to bring a civil action related to violations of the Fair Employ- ment and Housing Act (FEHA). An act to amend Sections 12926, 12960, 12965, and 12981 of the Government Code, relating to civil rights. SB 482, Weber Pierson. Roster of public officials: local government. This bill requires city and coun- ty officials to electronically submit an updated list of local officials to the Secretary of State (SOS) within 120 days of each general election. An act to add Section 12242 to the Government Code, relating to state government. SB 515, Richardson. Local government: collection of demographic data. Requires cities and counties, when collecting demographic data on the ancestry and ethnic origins of newly hired employees, to in- clude additional categories for African Americans re- lating to their status as descents of enslaved persons.
