An act to add Section 43013.7 to the Health and Safety Code, relating to motor vehicle fuels, and de- claring the urgency thereof, to take effect immedi- ately. AB 56, Bauer-Kahan. Social media: warning la- bels. Requires, beginning in 2027, covered platforms to display to children mental health warning labels about the harms associated with social media when the child logs on to the platform and after extended use. An act to add Chapter 25 (commencing with Sec- tion 28000) to Division 20 of the Health and Safety Code, relating to social media platforms. AB 60, Papan. Cosmetic safety. Prohibits, com- mencing January 1, 2027, a person or entity from manufacturing, selling, delivering, holding, or offer- ing for sale in commerce any cosmetic product that contains any of five specified ingredients. An act to amend Section 108980 of the Health and Safety Code, relating to public health. AB 64, Pacheco. Vital records. Requires, begin- ning no earlier than two years after an appropriation of funds by the Legislature, the State Registrar of Vi- tal Statistics (SR) to require a diacritical mark on an English letter within a name field of a parent or reg- istrant to be properly recorded on a certificate of live birth, fetal death, or death, and a marriage license and certificate, or confidential marriage license and certificate. An act to amend Section 103625 of, and to add Sec- tions 102134 and 103227 to, the Health and Safety Code, relating to vital records. AB 154, Committee on Budget. Greenhouse gas- es: climate corporate accountability: climate-related financial risk: regulations: California Environmental Quality Act exemption. This bill related to the CEQA exemption of emission disclosure laws. This bill: 1) CEQA Exemption. Exempts regulations adopted to implement two recent emissions disclosure laws, SB 253 (Wiener, Gonzalez, and Stern Chapter 382, Stat- utes of 2023) and SB 261 (Stern, Becker, Gonzalez, and Wiener Chapter 383, Statutes of 2023). 2) Emis- sion Disclosure Laws. Appropriates $1,000 from the Greenhouse Gas Reduction Fund to the State Air Resources Board for the implementation of SB 253 and SB 26. An act to amend Sections 38532 and 38533 of the Health and Safety Code, relating to greenhouse gas- es, and making an appropriation therefor, to take ef- fect immediately, bill related to the budget. AB 310, Alanis. Nevaeh Youth Sports Safety Act. This bill delays the implementation of a requirement, from January 1, 2027 to January 1, 2028, that youth sports organizations ensure their athletes have ac- cess to an automated external defibrillator (AED) during any official practice or match. The bill also requires youth sports organizations to ensure that their coaches are certified to perform Cardiopulmo-

nary Resuscitation (CPR) and operate an AED, and have a written cardiac emergency response plan, be- ginning January 1, 2027. An act to amend Section 124238.5 of the Health and Safety Code, relating to youth health. AB 424, Davies. Alcohol and other drug programs: complaints. This bill requires the Department of Health Care Services (DHCS), when it receives a complaint from a member of the public about a li- censed adult alcohol or other drug recovery or treat- ment facility, or a facility alleged to be providing ser- vices without a proper license, to provide specified notification to the person who filed the complaint. An act to add Section 11834.33 to the Health and Safety Code, relating to alcohol and other drug pro- grams. AB 471, Hart. County air pollution control districts: Antelope Valley Air Quality Management District: board members: compensation. Establishes reim- bursement and per diem compensation standards for board members of certain single county air districts, and the Antelope Valley air district, permitting daily compensation up to $200 per day and annual com- pensation up to $7,200, and permits board approval of 5-10% annual increases going forward. An act to add Sections 40100.5.5 and 41313 to the Health and Safety Code, relating to air pollution. AB 492, Valencia. Alcohol and drug programs: li- censing. This bill requires the Department of Health Care Services (DHCS) to provide specified notifi- cation to a city or county concurrently whenever it issues a license to a residential alcohol or other drug recovery or treatment facility. An act to amend Section 11834.09 of the Health and Safety Code, relating to public health. AB 506, Bennett. Pets: sales of dogs, cats, and rabbits. Prohibits contracts between a purchaser, as defined, and a person, business, or pet dealer, as defined, for the sale of a dog, cat, or rabbit from in- cluding a nonrefundable deposit, requires the seller to disclose specified animal health information to the buyer, and provides consumer remedies and rights of action for sales that violate the provisions of this bill. An act to add Article 2.5 (commencing with Sec- tion 122225) to Chapter 5 of Part 6 of Division 105 of the Health and Safety Code, relating to pets. AB 518, Ward. Low-impact camping areas. Ex- empts a “low-impact camping area,” as defined, from the Special Occupancy Parks Act (SOPA) if it is located in a county that has enacted an ordinance authorizing low-impact camping that meets specified requirements. An act to amend Section 18862.43 of, and to add Part 2.3.5 (commencing with Section 18890) to Di- vision 13 of, the Health and Safety Code, relating to land use. AB 519, Berman. Pet broker sales. Prohibits pet brokers, as defined, from selling, making available for sale, or adopting out a dog, cat, or rabbit to a con- sumer in California, subject to specified exemptions.
