the Division of Occupational Safety and Health (Cal/ OSHA), a working group to make recommendations regarding personal protective equipment used in re- sponding to lithium-ion batteries. Requires the work- ing group to include members of the State Board of Fire Services (Board), academia, health and safety experts, a representative from Cal/OSHA, and a la- bor organization representing the utility workforce, as determined by the SFM. Requires the working group to review and, for the purposes of making recommendations, to consider specified equipment, technology, and practices, as defined. Requires the recommendations developed pursuant to this bill be delivered to the Legislature no later than September 1, 2026, as specified. Includes a repeal date on the above reporting requirement of January 1, 2030, and includes a repeal date for this statute of January 1, 2031. An act to add and repeal Section 13105.1 of the Health and Safety Code, relating to the State Fire Marshal. AB 870, Hadwick. California Children’s Services Program: county designation. Authorizes counties with a total population under 2,000 persons (Alpine County) to designate another county to administer the California Children’s Services (CCS) program, if that county agrees and otherwise meets the stan- dards set forth by the Department of Health Care Services (DHCS), and neither county is a “Whole Child Model” county (a county where CCS services are provided through managed care plans). An act to amend Section 123850 of the Health and Safety Code, relating to children’s services. AB 961, Ávila Farías. Hazardous materials: Cal- ifornia Land Reuse and Revitalization Act of 2004. Extends the sunset on the California Land Reuse and Revitalization Act (Act) from January 1, 2027, to Jan- uary 1, 2037. An act to amend Sections 25395.109 and 25395.110 of the Health and Safety Code, relating to hazardous materials. AB 993, Hadwick. Hazardous materials manage- ment: Rural CUPA Reimbursement Account. This bill expands eligibility for the Rural Certified Unified Program Agency (CUPA) Reimbursement Account to include all counties with populations of less than 150,000. An act to amend Section 25404.8 of the Health and Safety Code, relating to hazardous materials. AB 1003, Calderon. Public health: emergency plans and wildfire research. Requires the Depart- ment of Public Health (DPH) to complete a plan with recommendations and guidelines for counties to use in case of a significant air quality event, as provided in existing law, on or before June 30, 2027. Requires county-specific plans developed pursuant to existing law to additionally incorporate a process to conduct outreach and communicate to the public and with key stakeholders about the plan, as specified. An act to amend Section 8593.25 of the Govern- ment Code, and to amend Section 107250 of the Health and Safety Code, relating to public health. AB 1037, Elhawary. Public health: substance use

Expands au- thorization to complete and attest to the medical and health section and time of death on a death certifi- cate to a nurse practitioner (NP) last in attendance. Requires an NP to notify the coroner when they have knowledge of a death under certain specified circum- stances. An act to amend, repeal, and add Sections 102795, 102800, 102825, 102850, 102875, 102975, and 103300 of the Health and Safety Code, relating to public health. AB 652, Alvarez. San Diego County Air Pollution Control District: governing board: alternate mem- bers. Repeals the requirement that one of the two supervisors serving on the San Diego County Air Pollution Control District (SDCAPCD) board be the supervisor currently serving on the Air Resources Board (ARB). Authorizes the designation of alter- nate board members, provided the alternate meets the same qualifications as the regular member, and authorizes alternates to vote and receive per diem compensation and expenses. An act to amend Section 40100.6 of the Health and Safety Code, relating to air pollution. AB 663, McKinnor. Hydrofluorocarbon gases: sale and distribution prohibition: exemptions. Es- tablishes standards for the allowable use of certified reclaimed refrigerants, as defined, as an exception to the existing prohibition on the sale or distribution of bulk hydrofluorocarbons (HFCs) that exceed speci- fied global warming potential (GWP) limits. An act to amend Section 39735 of the Health and Safety Code, relating to greenhouse gases, and de- claring the urgency thereof, to take effect immedi- ately. AB 749, McKinnor. Youth Sports for All Act. AB 749 requires the State Public Health Officer to con- vene a Blue Ribbon Commission on the development of a California Department of Youth Sports, with specified members, to conduct a study on the need for a centralized entity charge with supporting and regulating. An act to add and repeal Article 2.8 (commencing with Section 124250) of Chapter 4 of Part 2 of Divi- sion 106 of the Health and Safety Code, relating to youth sports, and making an appropriation therefor. AB 752, Ávila Farías. Child daycare facilities. Re- vises provisions governing colocated daycare cen- ters (centers) by clarifying use by right, prohibiting local charges or fees, striking CEQA exemptions and references to “legally established community ameni- ties,” maintaining compliance with state safety and licensing laws, and updating definitions of multifam- ily housing, colocated, local jurisdiction, and use by right. An act to add Section 1597.22 to the Health and Safety Code, relating to daycare facilities. AB 841, Patel. State Fire Marshal: personal pro- tective equipment: battery fires. Requires the State Fire Marshal (SFM) to develop, in consultation with
