Updates substance use disorder (SUD) li- censing and public health laws by expanding those authorized to receive opioid antagonists and elim- inating the requirement that they receive training, requiring the State Department of Health Care Ser- vices (DHCS) to offer a combined application for entities to be licensed as an alcohol or other drug (AOD) recovery or treatment facility (RTF) and to provide incidental medical services (IMS), and re- moves AOD program language in statute requiring “no lawful use” messaging. An act to amend Section 1714.22 of the Civil Code, and to amend Sections 1797.197, 11372.7, 11834.01, 11834.026, 11834.26, 11999, and 11999.1 of, to amend the heading of Division 10.5 (commencing with Sec- tion 11750) of, to repeal Section 11999.2 of, and to re- peal and add the heading of Division 10.7 (commenc- ing with Section 11999) of, the Health and Safety Code, relating to public health. AB 1075, Bryan. Fire protection: privately con- tracted fire prevention resources: public water sourc- es. Requires the California Office of Emergency Ser- vices (Cal OES) to develop regulations that prohibit private fire prevention resources from connecting their equipment to public water sources, unless ap- proved by the authority with jurisdiction over an ac- tive fire incident and unless the equipment includes a backflow device. An act to amend Section 14868 of the Health and Safety Code, relating to fire protection. AB 1084, Zbur. Change of name and gender and sex identifier. Streamlines the process for legally changing one’s name, including a change of name to match a person’s gender identity. An act to amend, repeal, and add Section 1277.5 of the Code of Civil Procedure, and to amend, repeal, and add Sections 103430, 103431, and 103435 of the Health and Safety Code, relating to vital records. AB 1096, Connolly. Water: schoolsites: lead test- ing. Requires the State Water Resources Control Board (State Water Board) to publicly post on its internet website specified information pertaining to lead testing offered by community water systems (CWS), pursuant to federal requirements, to elemen- tary schools and child care facilities; requires CWSs to allow elementary schools and child care facilities to indicate their reasons for declining an offer to test, if applicable; and, requires CWSs to include specified information pertaining to lead testing in their annual consumer confidence reports. An act to add Section 116277 to the Health and Safety Code, relating to water. AB 1103, Ward. Controlled substances: research. Authorizes, until January 1, 2028, the Research Ad- visory Panel (RAPC) to expedite review of projects that have sought or received certain federal approv- als and have proof of independent peer review of the study. Authorizes the chairperson of RAPC to assign two or more panel members to conduct an expedited review of eligible research applications and approve them on behalf of the panel, and authorizes individu- al panel members to communicate and consult asyn- chronously with other individual panel members
with complementary core competencies outside of full panel meetings to conduct their individual re- views. Extends RAPC’s existing exemption from the Bagley-Keene Open Meeting Act to January 1, 2028. Makes Legislative findings about the need to limit public access to the meetings of RAPC. An act to amend Sections 11121.1 and 11126 of the Government Code, and to amend Sections 11213, 11480, and 11480.5 of, to amend, repeal, and add Sec- tion 11481 of, to add Section 11480.3 to, and to add, repeal, and add Section 11480.1 of, the Health and Safety Code, relating to controlled substances. AB 1152, Patterson. Controlled substances: hu- man chorionic gonadotropin. Removes human chori- onic gonadotropin (hCG) from the list of Schedule III controlled substances under the California Uniform Controlled Substances Act. An act to amend Section 11056 of the Health and Safety Code, relating to con- trolled substances. AB 1285, Committee on Emergency Management. State Fire Marshal: lithium-ion battery facilities: guidance. This bill requires the State Fire Marshal (SFM) to develop fire prevention, response, and re- covery measures for utility grade lithium-ion battery storage facilities, as specified. An act to add Section 13105.3 to the Health and Safety Code, relating to public safety. AB 1288, Addis. Registered environmental health specialists. Makes various changes to the scope, education, training, and examination of registered environmental health specialists (REHS) and envi- ronmental health specialist (EHS) trainees as well as to the Environmental Health Specialist Registration Committee. An act to amend Sections 106615, 106625, 106635, 106665, 106670, 106675, 106680, 106685, and 106690 of the Health and Safety Code, relating to public health. AB 1356, Dixon. Alcohol and other drug programs. Requires a licensed alcohol or other drug (AOD) re- covery or treatment facility (RTF) to submit to the Department of Health Care Services (DHCS), within 30 days of an incident involving the death of a res- ident, any relevant information that was not previ- ously provided to DHCS in the initial report, and re- quires DHCS to issue a deficiency if it identifies any violations of specified licensing provisions during its investigation of a resident’s death. An act to amend Section 11830.01 of the Health and Safety Code, relating to public health. AB 1418, Schiavo. Department of Health Care Access and Information. Requires, commencing on January 1, 2027, health facilities, clinics, home health agencies, and hospices to annually report to the Department of Health Care Access and Infor- mation (HCAI) on whether all of their health care employees eligible for employer-sponsored health care coverage are eligible to receive coverage at the commencement of employment without a waiting period. Requires, if not all health care employees el- igible for employer-sponsored health care coverage are eligible without a waiting period, the health facil- ities, clinics, home health agencies, and hospices to
