Makes various technical changes to the six unified hazardous waste and hazardous ma- terials management regulatory programs that are overseen by the Certified Unified Programs Agen- cies (CUPAs). An act to amend Sections 25200.3, 25200.3.1, 25201.5, and 25281 of the Health and Safety Code, relating to hazardous materials. AB 1487, Addis. Public health: Two-Spirit, Trans- gender, Gender Nonconforming, and Intersex Well- ness and Equity Fund. Renames the Transgender, Gender Nonconforming, and Intersex (TGI) as the Two-Spirit (2TGI) Wellness and Equity Fund, ex- pands the purpose for which grants can be awarded from the 2TGI Fund, and expands the requirements for grant fund availability for 2TGI individuals to include providing workforce development training, resettlement and social integration programs for asylees and immigrants, and for diversion programs for, and outreach to, transitional age 2TGI youth. Ex- pands the definition of “health care” for purposes of the 2TGI Fund and the grants from the 2TGI fund. Defines “Two-Spirit” as a term referring to unique indigenous cultural roles that intersect with diverse sexual orientations and gender embodiments. An act to amend Sections 120956 and 150900 of the Health and Safety Code, relating to public health. 2025 Senate Health and Safety Laws SB 39, Weber Pierson. Cosmetic safety: vaginal suppositories. This bill exempts boric acid vaginal suppositories (BAS) from a prohibition on boric acid, and requires BAS to include a product label commencing January 1, 2027, and bans BAS com- mencing January 1, 2035, unless the BAS product becomes regulated by the federal Food and Drug Administration. An act to amend Sections 108980 and 108982 of the Health and Safety Code, relating to public health, and declaring the urgency thereof, to take effect im- mediately. SB 59, Wiener. Change of name or gender and sex identifier. This bill extends the confidentiality provisions that already apply to specified petitions by minors, including for a change of gender and sex identifier, to adults, as specified. This bill prohibits such records from being posted publicly. This bill au- thorizes an action to enforce any violations. An act to repeal and add Section 103437 of the Health and Safety Code, relating to vital records, and declaring the urgency thereof, to take effect imme- diately. SB 68, Menjivar. Major food allergens. This bill re- quires a chain restaurant with 20 or more locations to provide written notification of major food allergens

contained as an ingredient in each menu item. An act to amend Section 113820.5 of, and to add Section 114093.5 to, the Health and Safety Code, re- lating to major food allergens. SB 236, Weber Pierson. Cosmetics: chemical hair relaxers. This bill, known as the Combating Unsafe ReLaxers (C.U.R.L.) Act, creates compliance mech- anisms with the Department of Toxic Substances Control (DTSC) for the prohibition of specified chemicals in hair relaxer products and establishes the C.U.R.L. Act Fund. An act to add Chapter 14.5 (commencing with Sec- tion 108985) to Part 3 of Division 104 of the Health and Safety Code, relating to cosmetics. SB 313, Cervantes. Vital records: birth certificates. This bill requires the birthplace of each parent to be contained in the medical and social portion of the certificate of live birth and to be kept confidential. An act to amend Section 102425 of the Health and Safety Code, relating to vital records. SB 338, Becker. Virtual Health Hub for Rural Com- munities Pilot Program. This bill (1) requires the Department of Public Health to administer a Virtual Health Hub for Rural Communities Pilot Program to deploy mobile units in two rural communities based on farmworker population and access to health care. (2) Creates the Virtual Health Hub Fund to fund the program using non-General Fund dollars. An act to add and repeal Division 118.5 (commenc- ing with Section 150700) of the Health and Safety Code, relating to public social services. SB 345, Hurtado. California Fire Service Training and Education Program: California Fire and Arson Training Act: fees. This bill authorizes the State Fire Marshal (SFM) to establish and collect fees associ- ated with the California Fire Service Training and Education Program (CFSTEP) and California Fire and Arson Training Act (Act) only to the extent that state appropriations and other funding sources are insufficient to cover the necessary costs of CFSTEP and Act activities, instead of generally authorizing the SFM to establish and collect such fees. An act to amend Sections 13157 and 13159.8 of the Health and Safety Code, relating to fire safety. SB 352, Reyes. Environmental justice: Department of Justice: Bureau of Environmental Justice: commu- nity air monitoring. This bill modifies requirements for community air monitoring systems and monitor- ing plan established by AB 617 (C. Garcia, Chapter 136, Statutes of 2017) and requires the California Air Resources Board (CARB) to report and appear be- fore the Legislature regarding monitoring progress. An act to add Section 12613 to the Government Code, and to amend Section 42705.5 of the Health and Safety Code, relating to environmental justice. SB 403, Blakespear. End of Life Option Act: sunset. This bill removes the End of Life Option Act sunset date of January 1, 2031. An act to repeal Section 443.215 of the Health and Safety Code, relating to public health. SB 466, Caballero. Drinking water: primary stan- dard for hexavalent chromium: exemption. This bill would preclude public water systems from violation
