AB 309, Zbur. Hypodermic needles and syringes. This bill deletes the January 1, 2026 sunset on exist- ing law which permits physicians and pharmacists to furnish hypodermic needles and syringes without a prescription or a permit, for human use to a per- son 18 years or older and which permits a person 18 years or older, without a prescription or license, to obtain hypodermic needles and syringes solely for personal use from a physician or pharmacist. An act to amend Section 4145.5 of the Business and Professions Code, and to amend Section 11364 of the Health and Safety Code, relating to healing arts. AB 447, Mark González. Emergency room patient prescriptions. This bill authorizes a prescriber to dispense unused medication acquired by a hospital pharmacy to an emergency room patient upon the discharge of that patient if the medication was or- dered for and administered to the emergency room patient, according to specified conditions. An act to amend Sections 4068 and 4427.2 of the Business and Professions Code, relating to healing arts. AB 460, Chen. Radiologic technologists: venipunc- ture: direct supervision. Authorizes remote supervi- sion for radiologic technologists (RTs). An act to amend Section 106985 of the Health and Safety Code, relating to public health. AB 463, Michelle Rodriguez. Emergency medical services: dogs and cats. Authorizes a private ambu- lance owner, or a person who operates ambulances owned or operated by a fire department of a federally recognized Indian tribe, to transport a police canine, or a search and rescue dog, as defined, that is injured in the line of duty to a veterinary clinic or similar fa- cility if there is no other person requiring medical attention or transport at that time. Permits an emer- gency responder to provide basic first aid to a police canine or search and rescue dog while the dog is being transported. Provides emergency responders with immunity from criminal or civil liability for any injury to the canine that occurs during the transpor- tation or administration of medical care. An act to amend Section 1799.109 of, and to add Section 1797.10 to, the Health and Safety Code, relat- ing to emergency medical services. AB 489, Bonta. Health care professions: deceptive terms or letters: artificial intelligence. Extends the enforceability of existing title protections for various licensed health care professions to expressly apply against a person or entity who develops or deploys artificial intelligence (AI) or generative artificial in-

telligence (GenAI) technology. An act to add Chapter 15.5 (commencing with Sec- tion 4999.8) to Division 2 of the Business and Profes- sions Code, relating to healing arts. AB 499, Ortega. Robert F. Kennedy Farm Workers Medical Plan. This bill lowers the limit on the costs the Robert F. Kennedy Farm Workers Medical Plan must cover for an eligible employee or dependent for a single episode of care to $50,000 (from $70,000) before the Department of Health Care Services (DHCS) will cover costs above that dollar threshold not to exceed $3 million per year in total reimburse- ment by DHCS. An act to amend Section 100235 of the Health and Safety Code, relating to health care. AB 533, Flora. Health care districts: design-build process. This bill allows a health care district that owns or operates a hospital or clinic to use the de- sign-build contracting method for the construction of or improvements to a hospital or health facility building. An act to add Section 32132.6 to the Health and Safety Code, relating to health care districts. AB 543, Mark González. Medi-Cal: field medicine. Authorizes a Medi-Cal managed care (MCMC) plan to elect to offer Medi-Cal covered services through an in-network, contracted field medicine provider. Requires a MCMC plan that elects to offer Medi-Cal covered services through a field medicine provider to allow a Medi-Cal beneficiary who is a person ex- periencing homelessness (PEH) to receive those services directly from a field medicine provider, re- gardless of the beneficiary’s network assignment. Requires a MCMC plan to allow a field medicine pro- vider enrolled in the Medi-Cal program to directly re- fer a Medi-Cal beneficiary who is a PEH for covered services, including specialist, diagnostic services, medications, durable medical equipment, transporta- tion, or other medically necessary covered services, within the appropriate network of the MCMC plan or independent practice association (IPA). Requires the Department of Health Care Services (DHCS) to include in the application for insurance affordability programs an optional question to allow the applicant to indicate if they are experiencing homelessness at the time of application by January 1, 2027. An act to amend Section 15926 of, and to repeal the heading of, and to add, Article 5.7 (commencing with Section 14186) of Chapter 7 of Part 3 of Division 9 of, the Welfare and Institutions Code, relating to Me- di-Cal. AB 627, Stefani. California Health Facilities Fi- nancing Authority Act. Repeals the requirement that working capital loans made by the California Health Facilities Financing Authority (CHFFA) to health fa- cilities be repaid within two years. An act to amend Sections 15432 and 15437 of, and to repeal Section 15451.5 of, the Government Code, relating to health facilities, and making an appropri- ation therefor. AB 645, Carrillo. Emergency medical services: dispatcher training. Requires the Emergency Medi- cal Services Authority (EMSA) to develop, and, after
