AB 462, Lowenthal. Land use: accessory dwelling units. This bill requires coastal development permits (CDPs) for accessory dwelling units (ADUs) to be approved or denied within 60 days, waives prohibi- tions on issuing certificates of occupancy for ADUs on lots without a primary dwelling unit following a disaster, and eliminates the ability to appeal a CDP for an ADU issued by a local government to the Cal- ifornia Coastal Commission (Coastal Commission), among other provisions, as provided. An act to amend Sections 66328 and 66329 of the Government Code, relating to land use, and declar- ing the urgency thereof, to take effect immediately. AB 493, Harabedian. Mortgages: hazard insur- ance proceeds. This bill requires mortgage lenders that make loans secured by property containing one- to four-family residences pay two percent interest on any insurance proceeds following property damage or loss that is held by the mortgage lender. An act to add Section 2954.85 to the Civil Code, and to amend Section 50202 of the Financial Code, relating to mortgages, and declaring the urgency thereof, to take effect immediately. AB 507, Haney. Adaptive reuse: streamlining: incentives. Establishes the Office to Housing Con- version Act (Act), creating streamlined, ministerial approvals process for adaptive reuse projects, as de- fined, and provides certain financial incentives for the adaptive reuse of existing buildings. An act to amend Section 65585 of, to add Chapter 9 (commencing with Section 51299) to Part 1 of Divi- sion 1 of Title 5 of, and to add Article 11.5 (commenc- ing with Section 65658) to Chapter 3 of Division 1 of Title 7 of, the Government Code, relating to housing. AB 610, Alvarez. Housing element: governmental constraints: disclosure statement. Requires a local government’s housing element to include a poten- tial and actual governmental constraints disclosure statement containing specified potential constraints that the local government can anticipate adopting during the first three years of the subsequent plan- ning period, among other requirements. An act to amend Section 65583 of the Government Code, relating to land use. AB 628, McKinnor. Hiring of real property: dwell- ings: untenantability. Requires a rental unit, for leas- es entered into, amended, or extended on or after January 1, 2026, to have a working stove and refrig- erator, as specified, subject to certain exemptions, in order to be deemed tenantable (or habitable). An act to amend Section 1941.1 of the Civil Code, relating to landlords and tenants. AB 670, Quirk-Silva. Planning and zoning: housing element: converted affordable housing units. Makes changes to the information that local governments must report in their Annual Progress Report (APR) each year regarding demolished and replacement units, and allows local governments to report the number of units in an existing multifamily building that were converted to affordable housing, as speci- fied, for up to 25% of a jurisdiction’s regional housing need allocation (RHNA) for lower income units. AB 391, Michelle Rodriguez. Mobilehome parks: notices to homeowners and residents. Authorizes notices required by the Mobilehome Residency Law (MRL) to be delivered to a homeowner by February 1 of each year by electronic mail, if the homeowner or resident has provided affirmative, written consent to receive notices by electronic mail and management provides a notice within five days of the homeowner or resident’s election to receive electronic mail no- tices and their right to revoke the agreement at any time. An act to amend Section 798.14 of the Civil Code, relating to mobilehomes. AB 413, Fong. Department of Housing and Com- munity Development: guidelines: translation. This bill requires the California Department of Housing and Community Development (HCD) to translate all guidelines which explain rights or services available to the public into any non-English languages spoken by a substantial number of non-English-speaking people, as defined. An act to add Section 50406.1 to the Health and Safety Code, relating to housing. AB 414, Pellerin. Residential tenancies: return of security. Requires a landlord who receives a securi- ty deposit or rental payments by means of electronic transfer to return the security deposit by electronic transfer, unless the landlord and tenant agree to a different method of returning the security deposit. An act to amend Section 1950.5 of the Civil Code, relating to tenancy. AB 455, Ortega. Real estate: environmental haz- ards: thirdhand smoke. Requires disclosure of third- hand smoke residue in real estate sales and updates to the homeowners’ Guide to Environmental Haz- ards. An act to amend Section 10084.2 of the Business and Professions Code, to add Section 1102.6k to the Civil Code, and to add Section 25417.2 to the Health and Safety Code, relating to real estate. AB 456, Connolly. Mobilehome parks: sales or transfers: prospective purchasers of mobilehomes. This bill modifies rules relating to the sale or trans- fer of a mobilehome that will remain in the park and provides that, if park management fails or refuses to notify a seller or prospective purchaser of speci- fied information, certain rights for management to require repairs or improvements to the mobilehome or to deny the tenancy application of a prospective purchaser is waived. An act to amend Sections 798.73.5, 798.74, 798.74.4, and 798.75 of the Civil Code, relating to mo- bile homes. AB 457, Soria. Farmworker housing: streamlined, ministerial approval: Counties of Fresno, Madera, and Merced. This bill expands an existing stream- lined, ministerial approval process for farmworker housing established by AB 1783 (R. Rivas, Chapter 866, Statutes of 2019). An act to amend Section 17021.8 of the Health and Safety Code, relating to housing.
