Prohibits management or ownership of mobilehome parks from restricting a homeowner’s ability to in- stall a cooling system in their mobilehome, with some exceptions. An act to add Sections 798.44.2 and 799.13 to the Civil Code, relating to mobilehomes. AB 818, Ávila Farías. Permit Streamlining Act: lo- cal emergencies. Requires a local agency to approve a permit for specified structures intended to be used by a person until the rebuilding or repairing of a property destroyed or damaged by a natural disaster is complete. An act to add Section 65946.1 to the Government Code, relating to housing. AB 851, McKinnor. Real property transactions: Counties of Los Angeles and Ventura wildfires: unso- licited offers. Prohibits buyers from making unsolic- ited offers on residential property in fire-affected zip codes until January 1, 2027. An act to add and repeal Article 3 (commencing with Section 2079.26) of Chapter 3 of Title 6 of Part 4 of Division 3 of the Civil Code, relating to real estate, and declaring the urgency thereof, to take effect im- mediately. AB 863, Kalra. Residential rental properties: lan- guage requirements. Requires the Judicial Council to create, by January 1, 2027, a single summons form for mandatory use in an action for unlawful detainer to remove a tenant from a residential property in En- glish, Spanish, Chinese, Tagalog, Vietnamese, and Korean. Requires the Judicial Council to publish the above form on its internet website. An act to amend Section 412.20 of the Code of Civil Procedure, relating to tenancy. AB 893, Fong. Housing development projects: objective standards: campus development zone. Ex- pands the Affordable Housing and High Road Jobs Act of 2022, established by AB 2011 (Wicks) of 2022, to apply to campus development zones, as defined. An act to amend Sections 65912.101, 65912.104, 65912.114, 65912.121, 65912.122, 65912.123, and 65912.124 of, and to add Section 65912.103.5 to, the Government Code, relating to housing. AB 920, Caloza. Permit Streamlining Act: housing development projects: centralized application portal. Requires a city or county with a population of 150,000 or more persons to, no later than January 1, 2028, es- tablish a centralized application portal for housing development projects online. An act to add Section 65940.3 to the Government Code, relating to housing. AB 1007, Blanca Rubio. Land use: development project review. Expedites timelines for approval or disapproval by a public agency acting as the “respon- sible agency” for residential and mixed-use develop- ment projects. An act to amend Section 65952 of the Government Code, relating to land use. AB 1021, Wicks. Housing: local educational agen- cies. Enhances the enforce- ment of housing reform laws and the penalties that may be imposed on a local agency determined to have violated those laws. An act to add Section 65914.2 to the Government Code, relating to housing. AB 723, Pellerin. Real estate: digitally altered images: disclosure. This bill would require that a digitally-altered image used in an advertisement or other promotional material for the sale of real estate include a reasonably conspicuous statement located on or near the image stating that the image has been digitally altered and language indicating that the unaltered images can be accessed on a linked inter- net website, URL, or QR code. Images adjusted with common photo-editing software adjusting lighting, sharpening, white balance, color correction, angle, straightening, cropping, exposure, or other common photo-editing adjustments that do not change the representation of the real property are not included in this requirement. An act to add Section 10140.8 to the Business and Professions Code, relating to real estate. AB 726, Ávila Farías. Planning and zoning: annual report: rehabilitated units. Allows local governments to include in their Annual Progress Report (APR) the number of units of existing deed-restricted af- fordable housing that have been substantially reha- bilitated with at least $60,000 per unit in funds from the local government, as specified. An act to amend Section 65400 of the Government Code, relating to land use. AB 754, Connolly. Floating home marinas: rent caps: County of Marin. Modifies an existing state floating home rent cap and certain fee provisions for floating homes in marinas in the County of Marin, until January 1, 2038. An act to amend Section 800.40.5 of, to amend, repeal, and add Section 800.41 of, and to add and re- peal Section 800.40.6 of, the Civil Code, relating to housing. AB 771, Macedo. Financing statements: mortgag- es. This bill permits a record of mortgage to be used as a financing statement filed as a fixture filing or a financing statement covering as-extracted collateral or timber to be cut, when the debtor is an individual, if it provides the individual name of the debtor or the debtor’s surname and first personal name. An act to amend Section 9502 of the Commercial Code, relating to secured transactions. AB 790, Ávila Farías. Homelessness: single women with children. This bill adds “women with children” to the Homeless Equity for Left Behind Populations (HELP) Act. It also requires cities, counties, and continuums of care (CoCs) to provide all analyses or goals required by the HELP Act to the California In- teragency Council on Homelessness (Cal-ICH). An act to amend Sections 8264 and 8266 of the Wel- fare and Institutions Code, relating to homelessness. AB 806, Connolly. Mobilehomes: cooling systems.
