AB 1308, Hoover. Residential building permits: inspections: Housing Accountability Act. Requires the building department of every city or county to conduct an inspection of permitted work within 10 business days of receiving notice of the completion of permitted work authorized by a building permit issued for specified housing projects. An act to amend Section 65589.5 of the Govern- ment Code, and to add Section 17970.3 to the Health and Safety Code, relating to housing. AB 1414, Ransom. Landlord-tenant: internet ser- vice provider subscriptions. Prohibits a landlord from requiring a tenant to use a particular internet service provider and allows a tenant to deduct the cost of the internet subscription from rent if a land- lord violates this provision. An act to add Section 1942.8 to the Civil Code, re- lating to tenancy. AB 1529, Committee on Housing and Communi- ty Development. Housing omnibus. This bill makes non-controversial changes to sections of state law relating to housing. An act to amend Sections 1946.2 and 2924b of the Civil Code, to amend Sections 65863.10 and 65863.11 of the Government Code, and to amend Sections 50053 and 50710.7 of the Health and Safety Code, relating to housing. 2025 Senate Housing and Real Estate Laws SB 9, Arreguín. Accessory Dwelling Units: ordi- nances. This bill specifies that a local ordinance im- plementing Accessory Dwelling Unit (ADU) Law is null and void if the local agency fails to submit a copy of the ordinance to the department of Housing and Community Development (HCD) or if the local agen- cy fails to respond to HCD’s findings within specified timeframes. An act to amend Section 66326 of the Government Code, relating to land use. SB 21, Durazo. Single-room occupancy units: demolition and replacement: housing assistance programs: eligibility for homeless individuals and families. This bill allows demolition of single-room occupancy units without full replacement of demol- ished units if the units are converted into affordable housing. An act to amend Section 66300.6 of, and to add Section 66300.6.5 to, the Government Code, and to add Section 50406.6 to the Health and Safety Code, relating to housing. SB 79, Wiener. Housing development: transit-ori- ented development. This bill requires a housing development project within a specified radius of ex- isting or currently proposed major transit-oriented development (TOD) stop, as defined, be an allowable use on a site zoned for residential, mixed, or com- mercial development, if the housing development meets certain requirements. This bill also allows a transit agency to adopt TOD zoning standards for district-owned land located in a TOD zone. An act to add Chapter 4.1.5 (commencing with Sec- Continued on page 69

An act to amend Section 17391 of the Education Code, to amend Section 65914.7 of the Government Code, and to amend Section 21080.40 of the Public Resources Code, relating to housing. AB 1050, Schultz. Unlawfully restrictive cove- nants: housing developments. Expands the existing process whereby a purchaser of a property can re- move a covenant, condition, or restriction limiting the property’s use for affordable housing to include properties subject to limitations requiring that the property remain exclusively used for commercial purposes. An act to amend Section 714.6 of the Civil Code, relating to real property. AB 1061, Quirk-Silva. Housing developments: ur- ban lot splits: historical resources. This bill modifies historic resource designations that limit the sin- gle-family parcels eligible for ministerial approval of an urban-lot split or a duplex development under SB 9 (Atkins, Chapter 162, Statutes of 2021) by deleting the absolute exemption for historic districts in SB 9 and instead excluding SB 9 duplex developments and urban lot splits on parcels or properties individually listed as historic resources or landmarks, as speci- fied. An act to amend Sections 65852.21 and 66411.7 of the Government Code, relating to land use. AB 1154, Carrillo. Junior accessory dwelling units. This bill limits owner-occupancy requirements for junior accessory dwelling units (JADUS). An act to amend Section 66333 of the Government Code, relating to land use. AB 1275, Elhawary. Regional housing needs: re- gional transportation plan. Requires the Department of Housing and Community Development (HCD) to determine each region with a council of govern- ments (COG)’s existing and projected housing need three years prior to each region’s scheduled housing element revision, rather than two years as under ex- isting law, and makes changes to how the transpor- tation and job projections in a region’s sustainable communities strategy (SCS) must be incorporated into each COG’s final regional housing needs alloca- tion (RHNA) plan. An act to amend Sections 65584, 65584.01, 65584.03, and 65584.04 of the Government Code, re- lating to land use. AB 1296, Bonta. Local educational agencies: re- serve funds. Requires the Department of Housing and Community Development (HCD) to create a form for local educational agencies (LEAs) to ex- press interest in using their property for housing de- velopment and requires HCD to offer technical assis- tance to LEAs for predevelopment activities on such projects, especially in high-need or high-cost areas. An act to add Sections 50408.6 and 50512.5 to the Health and Safety Code, relating to housing.
