SB 486, Cabaldon. Regional housing: public post- secondary education: changes in enrollment levels: California Environmental Quality Act. This bill (1) requires Metropolitan Planning Organizations (MPOs) to consider postsecondary enrollment when they prepare their Sustainable Communities Strate- gy (SCS); (2) requires the California State Universi- ty (CSU), and requests the University of California (UC) to provide specified enrollment information to Councils of Government (COGs) to inform regional housing planning; (3) narrows the scope of the envi- ronmental analysis that the CSU and UC must per- form for projects if specified requirements are met. An act to amend Sections 65080, 65584.01, and 65584.04 of the Government Code, and to add Sec- tion 21080.091 to the Public Resources Code, relat- ing to land use. SB 489, Arreguín. Local agency formation com- missions: written policies and procedures: Permit Streamlining Act: housing development projects. This bill requires local agency formation commis- sions to post their application packets for changes of organization on their websites and makes minor changes to the Permit Streamlining Act (PSA). An act to amend Sections 56300 and 65940 of the Government Code, relating to local government. SB 499, Stern. Residential projects: fees and charges. This bill allows local agencies to collect im- pact fees for parks earlier than certificate of occupan- cy if they are identified in its safety element, or, for the next five years, its local hazard mitigation plan. An act to amend Section 66007 of the Government Code, relating to land use. SB 507, Limón. Planning and zoning: regional housing needs allocation. This bill authorizes local governments to enter into voluntary agreements with tribes to allow new tribal housing developments to count toward the locality’s regional housing needs allocation (RHNA). An act to add Section 65584.2.2 to the Government Code, relating to housing. SB 543, McNerney. Accessory dwelling units and junior accessory dwelling units. Makes numerous or- ganizational, technical and clarifying changes to Ac- cessory Dwelling Unit (ADU) Law and Junior ADU (JADU) Law. An act to amend Sections 66311, 66313, 66317, 66320, 66321, 66323, and 66335 of, to amend and renumber Sections 66324, 66327, and 66332 of, and to add Sections 66333.5, 66335.5, and 66339.5 to, the Government Code, relating to land use. SB 610, Pérez. Disaster assistance: tenants, mobile- home parks, and mortgages. This bill makes various changes to landlord-tenant law, to the Mobilehome Residency Law regarding mobilehome parks, and to the Subdivision Map Act to provide additional pro- tections to tenants and mobilehome owners during disasters. An act to add Sections 798.64, 1941.8, and 1941.9 to the Civil Code, to add Section 338 to the Financial Code, and to amend Section 65863.7 of the Govern- ment Code, relating to housing. This bill limits the ability of development proponents to apply concessions, incentives, and de- velopment waivers under Density Bonus Law (DBL) to nonresidential uses, including hotel uses, as spec- ified. An act to amend Section 65915 of the Government Code, relating to housing. SB 233, Seyarto. Regional housing need: determi- nation: consultation with councils of governments. This bill revises deadlines for the Department of Housing and Community Development (HCD) to meet and consult with each council of governments (COG) in the regional housing needs determination (RHND) process. An act to amend Section 65584.01 of the Govern- ment Code, relating to housing. SB 262, Wahab. Housing element: prohousing des- ignations: prohousing local policies. This bill adds additional local policies related to tenant protection, housing stability, and homelessness as pro-housing policies that the Department of Housing and Com- munity Development (HCD) can consider in develop- ing a pro- housing designation. An act to amend Section 65589.9 of the Govern- ment Code, relating to housing. SB 340, Laird. General plans: housing element: emergency shelter. Expands the definition of inter- im inventions under “emergency shelter” to include all services provided onsite, including the addition or expansion of services that are consistent with any written, objective standards. Expands the definition of “emergency shelter” in a cross-referenced section of statute to include all supportive services. An act to amend Section 65583 of the Government Code, and to amend Section 50801 of the Health and Safety Code, relating to housing. SB 358, Becker. Mitigation Fee Act: mitigating ve- hicular traffic impacts. This bill requires local agen- cies to reduce vehicle mitigation fees for housing developments near transit unless they make findings supported by substantial evidence in the record that projects are not expected to reduce automobile trips. An act to amend Section 66005.1 of the Govern- ment Code, relating to housing. SB 410, Grayson. Common interest developments: association records: exterior elevated elements in- spection. This bill requires the owner of a separate interest to provide a copy of the report issued from the most recent inspection of exterior elevated el- ements in a common interest development (CID) to a prospective purchaser of the separate interest, requires inspection reports to contain specified in- formation, and requires homeowners associations (HOAs) to preserve inspection reports as association records. An act to amend Sections 4525, 4528, 5200, 5210, and 5551 of the Civil Code, relating to common inter- est developments.
