crimes. AB 476, Mark González. Metal theft. Increases fines for crimes related to the possession or pur- chase of specified items previously owned by a public utility provider or public agency; expands the list of items that a junk dealer is prohibited from possess- ing to include specified items previously owned by a public agency or local government; and expands record-keeping requirements for junk dealers, as specified. An act to amend Sections 21606 and 21609.1 of the Business and Professions Code, and to amend Sec- tions 496a and 496e of the Penal Code, relating to metal theft. AB 486, Lackey. Crimes: burglary tools. Makes it a misdemeanor to possess a key programming device, key duplicating device, or signal extender with the intent to feloniously break or enter into any building, aircraft, vessel, or vehicle, An act to amend Section 466 of the Penal Code, re- lating to crimes. AB 535, Schiavo. Threatening a witness: assisting a prosecution. This bill specifies that the offense of witness dissuasion during the prosecution stage can be based on either dissuasion during the charging stage or while the witness is assisting in the prose- cution. An act to amend Section 136.1 of the Penal Code, relating to crimes. AB 584, Hadwick. Firearms dealers and manufac- turers: secure facilities. This bill provides licensed firearm dealers with an additional installation option for meeting “secure facility” requirements related to perimeter doors. An act to amend Sections 17110 and 29141 of the Penal Code, relating to firearms. AB 653, Lackey. Child abuse: mandated reporters: talent agents, managers, and coaches. Makes indi- viduals employed as talent agents, talent managers, and talent coaches who provide services to minors mandated reporters. An act to amend Section 11165.7 of the Penal Code, relating to child abuse. AB 741, Ransom. Department of Justice: child abuse reporting. Requires the Department of Justice (DOJ) to monitor the Child Abuse Central Index (CACI) and notify the Court Appointed Special Ad- vocate (CASA) program if a child abuse investigation record involving a CASA employee or volunteer is added to the CACI, and allows the DOJ to increase the fee for a CASA candidate’s state and federal crim- inal history background check, as specified, suffi- cient to cover the cost of processing subsequent child abuse investigation notifications from the CACI. An act to amend Section 11105.04 of the Penal Code, relating to the Department of Justice. AB 799, Celeste Rodriguez. Prisons: death benefit for incarcerated firefighters. Requires the Depart- ment of Corrections and Rehabilitation (CDCR) to pay a death benefit, as specified, for the death of any incarcerated hand crew member assigned to the Cal- ifornia Conservation Camp program, as specified. An act to add Section 2780.6 to the Penal Code, re-
lating to prisons. AB 812, Lowenthal. Recall and resentencing: in- carcerated firefighters. Requires the Department of Corrections and Rehabilitation (CDCR) to promul- gate regulations regarding the referral of partici- pants in the California Conservation Camp Program and incarcerated persons working at institutional firehouses for resentencing, as specified. An act to amend Section 1172.1 of the Penal Code, relating to criminal procedure. AB 847, Sharp-Collins. Peace officers: confidenti- ality of records. Grants access to a sheriff oversight board or commission and any office of inspector gen- eral, as specified, to peace officer personnel records. An act to amend Section 25303.7 of the Govern- ment Code, and to amend Section 832.7 of the Penal Code, relating to peace officers. AB 848, Soria. Sexual battery. Makes the fact that a defendant, who is convicted of felony sexual bat- tery, was employed at a hospital where the offense occurred and the victim was in the defendant’s care or seeking medical care at the hospital a factor in ag- gravation at sentencing. An act to amend Section 243.4 of the Penal Code, relating to crimes. AB 952, Elhawary. Youth Offender Program Camp Pilot Program. This bill requires the California De- partment of Corrections and Rehabilitation (CDCR) to make the Youth Offender Program Camp Pilot Program permanent, and authorizes the Secretary of the department to expand the program to include some or all of California Conservation Camps. An act to add Section 2786.5 to the Penal Code, re- lating to youth offenders. AB 992, Irwin. Peace officers. Requires a peace officer to obtain either an associate’s degree, bache- lor’s degree, modern policing degree, or professional policing certificate no later than 36 months after re- ceiving their basic certificate from the Commission on Peace Officer Standards and Training (POST). An act to amend Section 1031 of, and to add Sec- tion 1031.5 to, the Government Code, and to amend Section 13511.1 of the Penal Code, relating to peace officers. AB 1036, Schultz. Criminal procedure: postconvic- tion discovery. Authorizes reasonable access, except as specified, to post-conviction discovery materials for felonies resulting in a sentence of incarceration in state prison. An act to amend Section 1054.9 of the Penal Code, relating to criminal procedure. AB 1071, Kalra. Criminal procedure: discrimina- tion. Amends the Racial Justice Act of 2020 (RJA) to clarify that a person that brings a RJA claim may seek discovery of any relevant evidence. An act to amend Sections 745, 1473, and 1473.7 of the Penal Code, relating to criminal procedure. AB 1078, Berman. Firearms. Establishes, among other things, new criteria for a non-California res- ident application for a concealed carry weapons (CCW) license or license renewal, requires the ap- plicant to attest that the jurisdiction in which the ap- plicant has applied is the primary location in Califor-
