AB 1087, Patterson. Crimes: vehicular manslaugh- ter while intoxicated. This bill increases the term of probation from two years to three to five years for a person convicted of vehicular manslaughter while intoxicated or gross vehicular manslaughter while intoxicated. An act to amend Section 191.5 of the Penal Code, relating to crimes. AB 1094, Bains. Crimes: torture of a minor: parole. Requires any person convicted of torture where the victim is 14 years of age or younger and the person is in care or custody of the victim, to serve a minimum term of 10 years before being eligible for release. An act to amend Section 206.1 of the Penal Code, relating to crimes. AB 1127, Gabriel. Firearms: converter pistols. Pro- hibits a licensed firearms dealer from selling, offer- ing for sale, exchanging, giving, transferring, or de- livering any semiautomatic machinegun-convertible pistol, and would provide for escalating punishments for violations of this law. An act to amend Section 3273.50 of the Civil Code, and to amend Section 16880 of, and to add Sections 16885, 17015, 27595, 27595.1, and 32103 to, the Penal Code, relating to firearms. AB 1178, Pacheco. Peace officers: confidentiality of records. Requires a court, in an action to compel disclosure of public records, to consider whether a particular peace officer is currently operating under- cover and their duties demand anonymity when de- termining whether an agency appropriately redacted a disclosable personnel record under the California Public Records Act (CPRA) on the basis that there is a specific, articulable, and particularized reason to believe that disclosure of the record would pose a sig- nificant danger to the physical safety of the physical safety of the peace officer, custodial officer or other person. An act to amend Section 832.7 of the Penal Code, relating to peace officers. AB 1213, Stefani. Restitution: priority. Clarifies a restitution order be paid before all fines, restitution fines, penalty assessments, and other fees on a crim- inal defendant, as specified. An act to amend Section 1202.4 of the Penal Code, relating to restitution. AB 1239, Dixon. Human trafficking: data. Requires the Department of Justice (DOJ) to include in the in- formation made available on the OpenJustice Web portal information concerning arrests for human trafficking and the number of individuals reported as a victim of human trafficking, as specified, through the California Incident-Based Reporting System.

An act to add Section 13012.9 to the Penal Code, relating to human trafficking. AB 1258, Kalra. Deferred entry of judgment pilot program. Extends the Deferred entry of judgment pilot program, for the Counties of Butte, Nevada, and Santa Clara, to January 1, 2029, and would re- quire an evaluation of the pilot program’s impact and effectiveness in their county to be submitted to the Assembly and Senate Committees on Public Safety no later than December 31, 2027. An act to amend Section 1000.7 of the Penal Code, relating to diversion. AB 1263, Gipson. Firearms: ghost guns. Prohibits a person from knowingly or willfully causing anoth- er person to engage in the unlawful manufacture of firearms or knowingly or willfully aiding, abetting, prompting, or facilitating the unlawful manufacture of firearms, including the manufacture of assault weapons or .50 BMG rifles or the manufacture of any firearm using a three-dimensional printer or com- puter numerical control (CNC) milling machine, as specified. An act to amend Sections 3273.50, 3273.51, 3273.60, and 3273.61 of, and to add Section 3273.625 to, the Civil Code, and to amend Section 29805 of, and to add Section 29186 to, the Penal Code, relating to firearms. AB 1269, Bryan. County and city jails: incarcerat- ed person contacts. Requires county and city jails, within 24 hours, to notify all people covered by the medical release of information and next of kin form of the death of a person incarcerated in county or city jail. An act to add Section 4032.5 to the Penal Code, relating to county and city jails, and declaring the ur- gency thereof, to take effect immediately. AB 1344, Irwin. Restrictions on firearm posses- sion: pilot project. Authorizes the Counties of Al- ameda, El Dorado, Santa Clara, and Ventura to es- tablish a pilot program to permit a district attorney to file a petition for a gun violence restraining order (GVRO), as specified. An act to add and repeal Chapter 6 (commencing with Section 18210) of Division 3.2 of Title 2 of Part 6 of the Penal Code, relating to firearms. AB 1388, Bryan. Law enforcement: settlement agreements. Prohibits a law enforcement agency from entering into an agreement with the peace offi- cer that requires the agency to destroy a record of a misconduct investigation, or otherwise halt or make particular findings in a misconduct investigation, de- clares any such agreements void and unenforceable, and specifies that such agreements are subject to disclosure under the California Public Records Act (CPRA).
