AB 357, Alvarez. Coastal resources: coastal devel- opment permit application: higher education housing project. Authorizes the executive director of the Cal- ifornia Coastal Commission (Commission) to deter- mine that a proposed amendment to a public works plan or long-range development plan (LRDP) submit- ted by a state university or college or private universi- ty is de minimis if the executive director determines that the proposed amendment would have no impact, either individually or cumulatively, on An act to amend Section 30605 of, and to add Sec- tions 30605.1 and 30605.2 to, the Public Resources Code, relating to coastal resources. AB 367, Bennett. Water: County of Ventura: fire suppression. Requires Ventura County water suppli- ers to: have backup power, or access to alternative water sources, capable of supplying water for at least 24 hours for fire suppression in high or very high fire hazard severity zones; annually inspect critical fire suppression infrastructure and backup energy sourc- es and notify significant water delivery reductions, as specified, to the County Office of Emergency Ser- vices. This bill also requires the Ventura County Fire Department, in cooperation with the water supplier, to issue a report, as specified, after significant fire damage within a service area, as specified. An act to add Chapter 7 (commencing with Sec- tion 7080) to Division 4 of the Water Code, relating to water. AB 385, Ramos. Regional park property: County of San Bernardino: Glen Helen Regional Park. Au- thorizes the County of San Bernardino (county) to dispose of up to 4.2 acres of property at Glen Helen Regional Park, including property acquired or im- proved with state grant moneys, subject to the acqui- sition of replacement park property. An act to add Chapter 5 (commencing with Section 5797) to Division 5 of the Public Resources Code, re- lating to park property. AB 439, Rogers. California Coastal Act of 1976: lo- cal planning and reporting. This bill eliminates the delay in “de minimis” local coastal program (LCP) or port master plan (PMP) amendments going into effect as part of a certified LCP or PMP, and revises and revamps California Coastal Commission admin- istrative penalty reporting requirements, as provid- ed. An act to amend Sections 30514, 30716, 30821, and 30821.3 of the Public Resources Code, relating to coastal resources. AB 454, Kalra. Migratory birds: California Mi- gratory Bird Protection Act. Prohibits the take or possession of any migratory bird, or any part of any migratory bird that was designated as of January 1, 2025 under the federal Migratory Bird Treaty Act (MBTA). An act to repeal and add Section 3513 of the Fish and Game Code, relating to migratory birds, and declaring the urgency thereof, to take effect imme- diately. AB 571, Quirk-Silva. California Environmental Quality Act: exemption: Gypsum Canyon Veterans Cemetery. Exempts the proposed Gypsum Canyon

Makes permanent the au- thority of Reclamation District No. 108 (RD 108) to generate and sell hydroelectric power and requires RD 108 to submit specified reports to the Legislature regarding its hydroelectric operations. An act to amend and repeal Section 50906 of the Water Code, relating to reclamation districts. AB 70, Aguiar-Curry. Solid waste: organic waste: diversion: biomethane. Defines pyrolysis as the ther- mal decomposition of material at elevated tempera- tures in the absence or near absence of oxygen. Re- quires the Department of Resources Recycling and Recover (CalRecycle) to include pipeline biomethane converted from organic waste as eligible for procure- ment credit by local jurisdictions by January 1, 2027. An act to amend Section 42652.5 of, and to add Sec- tion 40178 to, the Public Resources Code, relating to solid waste. AB 149, Committee on Budget. Public resources trailer bill. This bill is the omnibus Resources trailer bill. It contains provisions necessary to implement the 2025 Budget Act. An act to amend Sections 2301 and 2302 of, and to add Section 2303 to, the Fish and Game Code, to add and repeal Section 515 of the Food and Agricultural Code, to amend Sections 675, 676, and 676.1 of, to amend the heading of Article 1.3 (commencing with Section 675) of Chapter 5 of Division 3 of, and to add Section 677.5 to, the Harbors and Navigation Code, to amend Sections 4114.1, 21080, 90135, 92020, and 93520 of, and to add and repeal Section 30612.5 of, the Public Resources Code, and to amend Sections 9853, 9860, and 9863 of the Vehicle Code, relating to public resources, and making an appropriation therefor, to take effect immediately, bill related to the budget. AB 263, Rogers. Scott River: Shasta River: water- sheds. Provides that emergency regulations adopted by the State Water Resources Control Board (State Water Board) for the Scott River and Shasta River watersheds on January 27, 2025 shall remain in effect until January 1, 2031 or until the State Water Board adopts permanent rules establishing and implement- ing long-term instream flow requirements in those watersheds. An act to amend Section 1058.5 of the Water Code, relating to water. AB 293, Bennett. Groundwater sustainability agency: transparency. This bill requires groundwa- ter sustainability agencies (GSAs), by January 1, 2026, to publish information regarding their board membership and their board members’ and execu- tives’ economic interests on its internet website or its local agency’s internet website. An act to add Section 10724.2 to the Water Code, relating to groundwater.
