An act to add Article 3 (commencing with Sec- tion 50245) to Chapter 6.5 of Part 1 of Division 31 of the Health and Safety Code, and to amend Sections 21080.1, 21080.47, 21080.51, 21094.5.5, and 21167.6 of, and to add Sections 21060.4, 21064.8, 21067.5, 21080.085, 21080.44, 21080.48, 21080.49, 21080.55, 21080.57, 21080.69, 21080.70, and 21083.03 to, the Public Resources Code, relating to public resources, and making an appropriation therefor, to take effect immediately, bill related to the budget. SB 279, McNerney. Solid waste: compostable ma- terials. This bill lowers the regulatory requirements for certain composting operations, including agricul- tural operations. An act to add Section 44019 to the Public Resourc- es Code, relating to solid waste. SB 304, Arreguín. Public lands: City of Oakland: Port of Oakland: uses of after-acquired lands. This bill lifts the granting statute and public trust doc- trine use restrictions on certain lands in Jack Lon- don Square until February 1, 2066, and requires the Port of Oakland (Port) to make specified findings in a public meeting in order to lease these lands for non- trust uses, among other provisions, as provided. An act relating to public lands. SB 392, Grayson. Regional park districts: East Bay Regional Park District: East Bay Hills Conservation Program. This bill creates the East Bay Hills Con- servation Program (Program) managed by East Bay Regional Park District (the District) to preserve the East Bay Hills as open space. An act to add Article 4 (commencing with Section 5598) to Chapter 3 of Division 5 of the Public Re- sources Code, relating to regional park districts. SB 427, Blakespear. Habitat Conservation Fund. Extends the sunset of the Habitat Conservation Fund (HCF) from 2030 to 2035. An act to amend Sections 2787, 2791, and 2796 of the Fish and Game Code, relating to fish and wildlife, and making an appropriation therefor. SB 484, Laird. Coastal resources: coastal devel- opment permits: infill area categorical exclusion. This bill requires the California Coastal Commis- sion (commission) to identify coastal zone infill areas in three jurisdictions where the commission retains coastal development permitting authority for a 10 year categorical exclusion from that permitting requirement for residential housing projects com- prised entirely of very low, low, and moderate income housing units, as provided. An act to add Section 30610.05 to the Public Re- sources Code, relating to coastal resources. SB 514, Cabaldon. Wildfire prevention: qualified entities: assessments: California Fire Service Train- ing and Education Program Act. This bill authoriz- es the Office of the State Fire Marshal (OSFM), as part of the California Fire Service Training and Education Program (FSTEP), to allow certification of contractors who conduct defensible space, home hardening, fuel reduction, roadside clearance, and other contracting activities for wildfire resiliency ef- forts and who have completed the above-described

training program for qualified entities to support and augment the Department of Forestry and Fire Protection (Department) in its defensible space and home hardening and education efforts or an equiva- lent program. An act to amend Section 13159.5 of the Health and Safety Code, and Sections 4291.5 and 4291.6 of the Public Resources Code, relating to wildfire preven- tion. SB 609, Laird. Fish: commercial fishing. This bill updates commercial fishing record confidentiality laws to improve record accuracy. An act to amend Sections 8022 and 8043 of the Fish and Game Code, relating to fish. SB 614, Stern. Public resources: transportation of carbon dioxide. This bill requires the State Fire Marshall (SFM) to adopt regulations to regulate the transportation of carbon dioxide (CO2) in a pipeline, including certain specified safety standards that, at a minimum, are as protective as the draft regulations proposed by the federal Pipeline and Hazardous Ma- terials Safety Administration (PHMSA). An act to amend Sections 51010, 51010.5, and 51018.6 of, and to add Sections 51011.5, 51011.6, 51015.06, and 51018.9 to, the Government Code, to amend Section 116375 of, and to add Section 39741.7 to, the Health and Safety Code, and to amend Section 71465 of, and to add Section 21087 to, the Public Re- sources Code, relating to public resources. SB 630, Allen. State parks: real property: acquisi- tions and leases. This bill exempts the Department of Parks and Recreation (State Parks) from using the State Public Works Board (SPWB) process to acquire land, under certain conditions, until January 1, 2033. An act to amend Sections 14667.1 and 15853 of, and to amend, repeal, and add Section 11005 of, the Government Code, and to amend Sections 5003.17, 5006, 5006.5, 5063, and 5069.3 of, and to amend, re- peal, and add Section 5006.1 of, the Public Resources Code, relating to state parks. SB 639, Ashby. Zoning: Sacramento-San Joaquin Valley. This bill extends the deadline for the Nato- mas subarea of the City of Sacramento, the Beach Lake subarea of the City of Sacramento (City), and portions of the Natomas Basin in the unincorporated area of the County of Sacramento (County) to meet the urban level of flood protection for five years to January 1, 2030. This bill also establishes that the City or County are liable for costs associated with property damage due to a flood if the City or Coun- ty unreasonably approves new development in those areas. An act to amend Sections 65865.5, 65962, and 66474.5 of, and to add Section 65962.4 to, the Govern- ment Code, and to amend Section 8307 of the Water Code, relating to land use. SB 650, Cabaldon. The Sacramento-San Joaquin Delta Reform Act of 2009. This bill amends the Sacra- mento-San Joaquin Delta Reform Act of 2009 (Delta Reform Act) to add state and local public agencies to those entities authorized to appeal a certification of consistency, to impose a 90-day statute of limitations
