SB 856, Committee on Natural Resources and Wa- ter. California Coastal Act of 1976: filing fee waiver: Marine Invasive Species Act: biennial reports: semi- annual updates. This committee omnibus bill au- thorizes the California Coastal Commission (CCC) to waive the filing fee for an application for a coastal development permit (CDP) amendment; requires the State Lands Commission (SLC) to prepare a report on the Marine Invasive Species Program (MISP) triennially, instead of biennially; requires the SLC to post certain information on its website semiannually; and makes technical changes to the MISP report to address potential federal preemption issues. An act to amend Sections 30166, 30168, 30340.6, 30517, 30600.5, 30620, 30625, 30714, and 71212 of, to add Section 71212.1 to, and to repeal Sections 30103.5 and 30108.1 of, the Public Resources Code, relating to the coastal zone. 2025 Assembly Taxation Laws AB 245, Gipson. Property taxation: application of base year value: disaster relief. Automatically ex- tends property tax relief to victims of the 2025 Los Angeles (LA) Fires. An act to amend Section 70.5 of, and to add Section 171.5 to, the Revenue and Taxation Code, relating to taxation, and declaring the urgency thereof, to take effect immediately. AB 330, Rogers. Local Prepaid Mobile Telephony Services Collection Act. This bill extends the sunset date of the Local Prepaid Mobile Telephony Services Collection Act from January 1, 2026, to January 1, 2031. An act to amend Section 42111 of the Revenue and Taxation Code, relating to communications. AB 418, Wilson. Property taxation: tax-defaulted property. This bill enacts new requirements on coun- ties before a property can be sold pursuant to a Chap- ter 8 tax sale. An act to amend Section 3794.3 of the Revenue and Taxation Code, relating to taxation. AB 480, Quirk-Silva. Personal Income Tax Law: Corporation Tax Law: insurance tax law: low-income housing tax credit. This bill deletes the requirement that a taxpayer elect to sell (also known as certifica- tion) a low income housing tax credit (LIHTC) in their application for tax credits, and instead allows a taxpayer to choose to certificate the credit any time before the tax credits are awarded. An act to amend Sections 12206, 17058, and 23610.5 of the Revenue and Taxation Code, relating to taxation. AB 564, Haney. Cannabis: excise tax: rate increase suspension: report. Reduces the cannabis excise tax rate from 19% to 15% beginning October 1, 2025 and until May 1, 2028. An act to amend Section 34011.2 of the Revenue and Taxation Code, relating to taxation, to take effect

to challenge certain actions of the Delta Stewardship Council, and to add a severability clause to the Delta Plan. An act to amend Sections 85202 and 85225.10 of, to add Section 85310 to, and to add Chapter 4 (com- mencing with Section 85360) to Part 4 of Division 35 of, the Water Code, relating to the Sacramento-San Joaquin Delta Reform Act of 2009. SB 653, Cortese. Wildfire prevention: environ- mentally sensitive vegetation management. This bill requires a state public entity to consider incorporat- ing into its funding guidelines for a grant program that funds an environmentally sensitive vegetation management project specified criteria, and defines environmentally sensitive vegetation management as vegetation management that reduces catastroph- ic wildfire risk over the long term while supporting native wildlife and biodiversity, among other provi- sions, as provided. An act to add Section 4743 to the Public Resources Code, relating to wildfire prevention. SB 676, Limón. California Environmental Quality Act: judicial streamlining: state of emergency: wild- fire. This bill establishes expedited administrative and judicial review procedures under the California Environmental Quality Act (CEQA) for projects that maintain, repair, restore, demolish, or replace wild- fire-damaged property or facilities located in an area for which the Governor declared a state of emergen- cy, beginning January 1, 2027. An act to add Section 21168.6.2 to the Public Re- sources Code, relating to environmental quality. SB 697, Laird. Determination of water rights: stream system. This bill gives the State Water Re- sources Control Board (State Water Board) flex- ibility in the manner used to investigate a stream system, rather than requiring the State Water Board to conduct a detailed field investigation, and, when conducting these investigations, authorizes the State Water Board to issue an information order to any per- son or entity that diverts or uses water or claims a water right. An act to amend Sections 1120, 2551, 2552, 2553, 2554, 2555, and 2600 of, and to add Section 2556 to, the Water Code, relating to water. SB 831, Limón. SB 839, Laird. Oil spills: fishing: water closure: grants: liability. This bill revises the process and re- quirements for a fishery closure to protect public and fishery health in the event of an oil spill or discharge to state waters, and makes federally-recognized tribes eligible for certain grant programs offered by the Office of Spill Prevention and Response, among other provisions.
