Vehicle removal. Authorizes a peace officer to remove a vehicle with fewer than four wheels that does not meet the definition of an electric bicycle (e-bike) and is powered by an electric motor capable of exclusively propelling the vehicle in excess of 20 miles per hour (mph) and is being oper- ated without a current vehicle registration or by an operator who is not licensed to operate the vehicle. An act to add Section 22651.08 to the Vehicle Code, relating to vehicles. AB 965, Dixon. Vehicles: electric bicycles. This bill prohibits a person from selling a class 3 electric bicy- cle (e-bike) to a person under 16 years of age. An act to add Section 21212.5 to the Vehicle Code, relating to vehicles. AB 978, Hoover. Department of Transportation and local agencies: streets and highways: recycled materials. Updates existing requirements for local agencies’ use of recycled materials in streets and highways. An act to amend Section 42704.6 of the Public Re- sources Code, relating to transportation. AB 987, Sharp-Collins. Vehicles: storage and tow- ing. Expands the types of towing and storage fees that are considered unreasonable. An act to amend Sections 10652.5 and 22524.5 of the Vehicle Code, relating to vehicles. AB 1014, Rogers. Traffic safety: speed limits. This bill extends to the Department of Transportation (Caltrans) the authority given to local authorities to lower speed limits by five miles per hour (mph). An act to amend Sections 22358.6, 22358.7, 22358.8, and 22358.9 of the Vehicle Code, relating to vehicles. AB 1051, Davies. Route 76: Payómkawish High- way. This bill would name and designate specified portions of Route 76 as the “Payómkawish Highway.” The bill would require the department to determine the cost of appropriate signs showing this special designation and, upon receiving sufficient donations from nonstate sources to cover those costs, to erect those signs. An act to amend Section 376 of the Streets and Highways Code, relating to state highways. AB 1085, Stefani. License plates: obstruction or al- teration. Makes it an infraction with a fine of $1,000 to manufacture in California a product or device that obscures, or is intended to obscure, the reading or recognition of a license plate by visual or electronic means. An act to amend Sections 5201 and 5201.1 of the Vehicle Code, relating to vehicles. AB 1114, Ávila Farías. Emergency vehicles: fee and toll exemptions. Clarifies existing law to exempt publicly and privately-owned ambulances from pay- ing a toll or charge on a vehicular crossing or toll highway when responding to or returning from an emergency call. Code, relating to vehicles. AB 1141, Lee. Alameda-Contra Costa Transit Dis- trict: board of directors: election: compensation. This bill makes a number of changes pertaining to the Alameda-Contra Costa Transit District’s (AC Transit) board member elections and compensation. An act to amend Sections 24801, 24826, 24827, 24830, 24862, and 24908 of, to repeal Section 24861 of, and to repeal and add Section 24863 of, the Public Utilities Code, relating to transportation. AB 1223, Nguyen. Local Transportation Authori- ty and Improvement Act: Sacramento Transporta- tion Authority. Makes changes to the Sacramento Transportation Authority’s (STA’s) ability to impose a transactions and use tax (TUT) and the allowable expenditures from a TUT imposed by STA, and authorizes STA to issue bonds to finance costs of high-occupancy toll lanes or other toll facilities with- in Sacramento County. An act to add Chapter 7 (commencing with Section 180300) to Division 19 of the Public Utilities Code, relating to transportation. AB 1250, Papan. Transit operators: paratransit: re- certification of eligibility. Requires a transit operator that provides or contracts for the provision of para- transit services to establish a streamlined recertifi- cation process by January 1, 2027 for persons who receive or are eligible to receive paratransit services. An act to add Section 99155.3 to the Public Utilities Code, relating to transportation. AB 1272, Dixon. Department of Motor Vehicles: occupational licensees. This bill makes it unlawful for a business that holds an occupational license is- sued by the Department of Motor Vehicles (DMV) to use “Department of Motor Vehicles” or “DMV” in its internet domain name. An act to amend Section 25 of the Vehicle Code, relating to vehicles. AB 1299, Bryan. Parking violations. This bill au- thorizes a local authority to waive or reduce parking penalties at any time if a person can demonstrate circumstances relevant to their inability to pay the penalty, and requires processing agencies to allow in- digent persons to request a parking penalty payment plan at any time. An act to amend Sections 40215 and 40220 of the Vehicle Code, relating to vehicles. AB 1374, Berman. Rental passenger vehicle trans- actions: third parties. This bill strengthens the law governing advertised rental vehicle rates by: requir- ing a rental company or third party to provide the total charges estimate for the entire rental; chang- ing the requirement for rental companies to provide a good faith estimate of rates to a requirement to provide the total charges estimate of the rental rate; applying the statutory requirements governing dis- closures associated with the costs of renting a car to third parties; providing that rental companies and third parties are not responsible for the failure of the other to comply with the relevant laws; and requiring a rental company or third party to clearly indicate the fuel source of the vehicle prior to completion of a reservation.
