Transportation electrification: electric vehicle charging stations: payment meth- ods. Authorizes the California Energy Commission (CEC) to modify requirements for electric vehicle (EV) charger payment systems. An act to amend Section 44268.2 of the Health and Safety Code, relating to transportation electrifica- tion. AB 1479, Tangipa. County road commissioner: Counties of Madera and Tehama. Authorizes the Board of Supervisors of Madera and Tehama Coun- ties to transfer duties of the Road Commissioner to the County Director of the Department of Public Works. An act to add Sections 2006.7 and 2006.8 to the Streets and Highways Code, relating to county roads. 2025 Senate Transportation and Vehicles Laws SB 30, Cortese. Diesel-powered on-track equip- ment: decommissioning: resale and transfer restric- tions. This bill prohibits a public entity that owns diesel-powered on-track equipment from selling, do- nating, or otherwise transferring ownership of that equipment for continued use after the public entity decommissions the equipment, except if certain con- ditions are met. An act to add Section 99153.5 to the Public Utilities Code, relating to transportation. SB 63, Wiener. San Francisco Bay area: local reve- nue measure: public transit funding. This bill creates the Transportation Revenue Measure District (Dis- trict) to include Alameda, Contra Costa, San Francis- co, San Mateo, and Santa Clara counties. Authorizes the District to impose, either directly or through a qualified voter initiative, a retail transaction and use tax, to be administered by the Metropolitan Trans- portation Commission (MTC), for a duration of 14 years, to be placed on the November 2026 ballot to fund transit operations for Bay Area transit opera- tors. Requires certain transit operators receiving funds from the regional revenue measure to comply with a financial efficiency review and oversight rec- ommendations, as specified. An act to add Title 7.85 (commencing with Section 67700) to, and to add and repeal Section 66513.5 of, the Government Code, and to amend Section 131102 of the Public Utilities Code, relating to transporta- tion. SB 78, Seyarto. Department of Transportation: report: state highway system: safety enhancements. This bill requires the California Department of Transportation (Caltrans) to prepare and submit a report to the Legislature by January 1, 2027 that evaluates current efforts and potential opportunities to streamline the processes and procedures for the delivery of safety enhancement projects on the state highway system. An act to add and repeal Section 237 of the Streets and Highways Code, relating to transportation. SB 128, Committee on Budget and Fiscal Review. Transportation. This bill is the omnibus Transporta-
tion budget trailer bill. It contains provisions neces- sary to implement the Budget Act of 2025. An act to add Section 13084 to the Government Code, and to amend Sections 1685, 12804.9, 12811.4, 13352, and 23109 of, and to add and repeal Section 21655.10 of, the Vehicle Code, relating to transpor- tation, and making an appropriation therefor, to take effect immediately, bill related to the budget. SB 153, Committee on Budget and Fiscal Review. Transportation budget trailer bill. This bill is the om- nibus Transportation budget trailer bill. It contains provisions necessary to implement the 2025 Budget Act. An act to add Section 39611 to the Health and Safety Code, to amend Section 75230 of the Public Resources Code, to amend Sections 30005, 30630.5, and 99250 of, and to add and repeal Section 100160.6 of, the Public Utilities Code, to amend Section 13020 of, and to add and repeal Section 35700.6 of, the Ve- hicle Code, and to amend Section 10 of Chapter 15 of the Statutes of 2025, relating to transportation, and making an appropriation therefor, to take effect im- mediately, bill related to the budget. SB 272, Becker. San Mateo County Transit Dis- trict: job order contracting: pilot program. This bill authorizes the San Mateo County Transit District (SamTrans) to enter into job order contracts (JOCs). An act to add and repeal Article 13 (commencing with Section 103399.5) of Chapter 5 of Part 15 of Divi- sion 10 of the Public Utilities Code, relating to public contracts. SB 371, Cabaldon. Transportation network com- panies: insurance coverage. This bill lowers unin- sured/underinsured motorist (UM/UIM) coverage requirements for transportation network companies (TNCs) from $1 million to $60,000 per person and $300,000 per incident from the moment a passenger enters the vehicle of a participating TNC driver until the passenger exits the vehicle. An act to amend Section 5433 of, and to add and repeal Sections 918.3 and 5436 of, the Public Utilities Code, relating to transportation. SB 415, Reyes. Planning and zoning: logistics use developments: truck routes. This bill makes various changes to AB 98 (J. Carrillo and Reyes, Chapter 931, Statutes of 2024), which regulates warehouse development. An act to amend Sections 65098, 65098.1, 65098.1.5, 65098.2, 65098.2.5, 65098.2.7, 65098.3, 65098.4, 65098.5, 65098.6, and 65302.02 of, and to add Sections 65098.1.6 and 65098.2.8 to, the Govern- ment Code, to amend Sections 40458.5 and 40522.7 of the Health and Safety Code, and to add Section 2429.9 to the Vehicle Code, relating to land use. SB 480, Archuleta. Autonomous vehicles. Autho- rizes an autonomous vehicle to be equipped with au- tomated driving system (ADS) marker lamps. An act to amend Sections 25950 and 38750 of the Vehicle Code, relating to autonomous vehicles. SB 506, Committee on Transportation. Transpor- tation: omnibus bill.
