This bill allows electric vehicle (EV) charging sta- tions at certain arenas to require customers to use an internet-based application to pay for charging services. An act to amend Section 44268.2 of the Health and Safety Code, relating to transportation electrifica- tion. SB 544, Laird. Railroad crossings: permit applica- tions: review. This bill allows the California Public Utilities Commission (CPUC) to establish an expe- dited review and approval process for railroad cross- ing applications that are uncontested and do not need additional review or evidentiary hearings. An act to amend Section 1701.1 of, and to add Sec- tions 1201.2 and 1205.5 to, the Public Utilities Code, relating to railroad crossings. SB 586, Jones. Off-highway electric motorcycles. This bill classifies an “off-highway electric motor- cycle” or “eMoto” as an off-highway motor vehicle (OHV) thereby requiring them to follow OHV rules, including displaying an identification plate or device issued by the Department of Motor Vehicles (DMV). An act to amend Sections 38010 and 38012 of, and to add Section 436.1 to, the Vehicle Code, relating to vehicles. SB 671, Cervantes. Pedestrian crossing signals. This bill requires the Department of Transportation (Caltrans) to install touch-free accessible pedestri- an signals (APS) at signalized pedestrian crossings on capital projects on the state highway system, encroachment permit projects and highway mainte- nance-funded projects. An act to amend Section 21450.5 of the Vehicle Code, relating to pedestrians. SB 695, Cortese. Transportation: climate resilien- cy: projects of statewide and regional significance. Requires the Department of Transportation (Cal- trans), by July 1, 2026, and annually thereafter, and in consultation with the California Transportation Commission (CTC) and the California State Trans- portation Agency (CalSTA), to create a prioritized list of highway projects on the state highway sys- tem that are of statewide and regional significance, as defined, to better prepare the state for extreme weather-related events, to be submitted annually to the Legislature. An act to add Section 14053 to the Government Code, relating to transportation. SB 720, Ashby. Automated traffic enforcement system programs. This bill establishes an alternative automated traffic enforcement program for local gov- ernments to enforce red light violations. An act to amend Section 70615 of the Government Code, and to amend Sections 21455.5 and 21455.7 of, and to add Section 21455.9 to, the Vehicle Code, re- lating to vehicles. SB 727, McGuire. The Great Redwood Trail Agen- cy. Makes changes to the administrative functions of

the Great Redwood Trail Agency (GRTA). An act to amend Sections 93004, 93011, 93021, 93024, 93025, and 93027 of, and to add Sections 93004.5, 93023, 93024.5, 93028, and 93029 to, the Government Code, and to amend Section 105088 of the Public Utilities Code, relating to transportation. SB 766, Allen. California Combating Auto Retail Scams (CARS) Act. This bill establishes the Califor- nia Combating Auto Retail Scams (CARS) Act to im- prove transparency, prohibit deceptive practices, and enhance consumer protections in the sale and lease of motor vehicles. An act to amend, repeal, and add Sections 2982 and 2985.8 of, and to add Title 1.5B (commencing with Section 1784.20) to Part 4 of Division 3 of, the Civil Code, to amend, repeal, and add Section 6012.3 of the Revenue and Taxation Code, and to amend and repeal Section 11713.21 of, and to amend, repeal, and add Section 11709.2 of, the Vehicle Code, relating to civil law. SB 800, Reyes. State bridges and overpasses: sui- cide prevention. This bill requires the California De- partment of Transportation (Caltrans), in consulta- tion with the California Department of Public Health (CDPH), and in collaboration with impacted local governments, by July 1, 2028, to incorporate suicide deterrent considerations in the updates of applicable guidance documents. Requires Caltrans to evaluate and adopt guidance for countermeasures, including the design, placement, or modification of barriers, fencing and other infrastructure. An act to add Section 92.7 to the Streets and High- ways Code, relating to streets and highways. 2025 Assembly Tribal Laws AB 221, Ramos. Tribal Nation Grant Fund. This bill makes various changes to the Tribal Nation Grant Fund (TNGF) and the processes used by the TNGF Panel (Panel) for awarding grants from the fund′s available resources and for distributing funds to eligible tribes, as specified. Specifically, this bill revises the grant distribution by authorizing the Panel to award grants as specific distribution grants to fund a specifically described purpose or project, or as equal shares grants for distribution to eligible tribes in equal amounts, as specified. An act to amend Sections 12019.30, 12019.35, 12019.40, 12019.45, 12019.50, 12019.65, 12019.70, 12019.75, 12019.85, and 12019.90 of the Government Code, relating to tribal gaming. AB 977, Ramos. California Native American Graves Protection and Repatriation Act of 2001: Cali- fornia State University: burial sites: human remains. Requires, in alignment with the federal and state Native American Graves Protection and Repatria- tion Act (NAGPRA), the California State University (CSU), in consultation with California Indian tribes, to develop a policy for the reburial of Native Ameri- can human remains repatriated by the CSU on land it owns. An act to add Section 8028.73 to the Health and Safety Code, relating to Native American human re- mains.
