Job Summary This is a role is a crucial post to play a leading role in the delivery of a world class Estate. The role will take responsibility for ensuring that GSTT get best value from capital investment. The post holder will be required to work with a cross section of stakeholders including Estates colleagues, cost and commercial management consultants and contractor teams to successfully plan and manage commercial, contractual, procurement and supply chain challenges and mitigate risk across major capital projects and a range of complex capital and small works project spanning the entirety of the GSTT estate. The postholder: • Leads for all commercial aspects of the delivery of major projects or a programme of projects from inception, design, construction, mobilisation and post project reviews to agreed specifications, achieving time, cost, quality parameters and full compliance with health, safety, statutory and environmental obligations and best practice. • Ensures all projects represent best value for money for GSTT and that appropriate and effective risk management are in place.

KEY RESPONSIBILITIES Commercial • Be the lead for all commercial aspects of the delivery of major projects or a programme of projects from inception, design, construction, mobilisation and post project reviews to agreed specifications, achieving time, cost, quality parameters and full compliance with health, safety, statutory and environmental obligations and best practice. • Ensure all projects represent best value for money for GSTT and that appropriate and effective risk management, corporate governance and audit controls are in place. • Contribute to the development of strategy for efficient and effective delivery of capital programmes/projects, including consultant and contractor procurement, forms of engagement, management of risk, contingencies, best value and cost planning. • Ensure a consistent approach to capital project delivery, including the leading the management of framework consultants and contractors and reporting of supplier performance. • Develop and proactively manage framework consultants as an integral

part of the Estates delivery team. • Manage processes for establishing realistic project budget estimates, cost plans, cash-flows and regular forecasting across GSTT’s capital projects. • Ensure appropriate performance management of external contractors, consultants and other service providers engaged to deliver capital programme projects. • Work with the Strategy team members to carry out early stage cost estimating. • Provide independent cost assurance on externally produced estimates and cost plans including assessment of value engineering opportunities. • Support design and implementation of standard forms of contract, carrying out pre-issue reviews of all contract documentation. • Implement systems and collate benchmarking data from completed projects on a per m2 basis for use in new projects. • Ensure all projects represent best value for money and that appropriate and effective risk management, corporate governance and audit controls are in place.

• Contributes to the development of strategy for efficient and effective delivery of capital programmes/projects, including consultant and contractor procurement, forms of engagement, management of risk, contingencies, best value and cost planning. • Ensures performance across services supporting the delivery of GSTT’s capital projects programme; • Establish and implement a

comprehensive key performance indicator performance tracking for

consultant and contractor performance. • Delivers exceptional customer service, meeting agreed targets and objectives; • Drives a zero-tolerance safety culture across the team and with all suppliers to secure delivery of a safe, healthy and secure environment for students, staff and visitors. • Lead self by example modelling the Trust values and behaviours, ensuring that equality, diversity and inclusion objectives of the trust are championed, supported and implemented.
