City Council meetings are held on the second and fourth Mondays of each month. Planning & Zoning meetings are held on the first and third Mondays of each month. All of these meetings start at 6:30 p.m. at City Hall, located at 3519 Liberty Dr., Pearland, Texas 77581. Residents can watch the meetings live at pearlandtx.gov/citycouncilvideos. Parks, Recreation and Beautification Board meetings are held on the second Thursday of each month at 8:15 a.m. at the Recreation Center & Natatorium, located at 4141 Bailey Rd., Pearland, Texas 77584.

Our city’s strategic priorities guide us in making Pearland “The Community of Choice.” Our goal is to be proactive, accountable and available, creating a seamless experience for everyone that builds trust in your local government. From permitting and infrastructure upgrades to safety
initiatives, we implement practical solutions that foster a more inclusive and connected Pearland. 2023 posed challenges, particularly with economic shifts, yet it also reinforced our commitment to responsible financial stewardship. In 2024, we worked hard to realign priorities for resilience, and in 2025, we’ll continue investing in sustainable growth that both supports our future and addresses today’s needs. Moving forward, we are focused on solutions that make every resident feel valued and respected in each interaction. Thank you for being part of this journey. INNOVATION and Improvement
BUDGET OVERVIEW DRAINAGE INVESTMENT Several projects were re-evaluated for timing to smooth out the year-over-year costs in years 3 through 5 of the Capital Improvement Plan. CAPITAL IMPROVEMENTS The overall Capital Improvement Plan has $629.3 million in committed projects from FY25 through FY29, with the majority specific to Streets and Wastewater & Water.

The mission of the Public Works Street Services is to create and maintain safe and effective transportation infrastructure throughout the City to meet the needs of the residents, visitors and businesses of Pearland. The Street Rehabilitation Program aims to address the City’s 2024 pavement condition survey detailing the streets needing rehabilitation at an estimated total cost of $4.4 million. The Concrete Sidewalk Gaps and Replacement Project will cost an estimated $15.4 million and will result in the installation, removal and replacement of broad sections of sidewalks throughout the City. A sterling example of this work coming to life occurred in April 2024 when the City Council approved a contract to rehabilitate streets in and around the Sleepy Hollow subdivision, encompassing Taylor Lane, Crane Drive, Woodcreek Drive, Washington Irving Drive and McGinnis Drive, which was identified as an area in critical need of restoration. The result of the data-driven approach to transportation infrastructure rehabilitation was a significant improvement in road quality at an affordable cost.

FINANCE DEPARTMENT AWARD FOR FINANCIAL REPORTING
FIRE DEPARTMENT TXFMA GOLD AWARD
The City of Pearland Fire Department received the 2024 Excellence Gold Award from the Texas Fire Marshals’ Association (TXFMA) for performance excellence in fire prevention and commitment to fire safety and community protection.
The Government Finance Officers Association (GFOA) of the United States and Canada awarded the 2024 Distinguished Budget Presentation Award to the City of Pearland. The award reflects the City’s commitment to meeting the highest principles of governmental budgeting. TRANSPARENCY STAR FOR EXCELLENCE
POLICE DEPARTMENT TPCA ACCREDITATION In August 2023, the Pearland Police Department received accreditation from the Texas Police Chiefs
The Texas Comptroller’s office recognized Pearland for Open Government and Compliance, adding to its prior Transparency Star for Traditional Finances. This award highlights Pearland’s commitment to clear and comprehensive financial transparency. VISIT PEARLAND (formerly known as Convention & Visitors Bureau) CERTIFICATION FOR TOURISM In 2024, Visit Pearland achieved the Tourism Friendly Texas certification, a program managed by Travel Texas under the Office of the Governor. This initiative highlights communities that prioritize tourism and offers them enhanced promotion and resources for tourism development from the state. HERITAGE TOURISM ACHIEVEMENT AWARD The Texas Independence Trail Region recognized Visit Pearland for Hops and History, an October 2023 event that brought history to life with tours of Old Settler’s Cemetery, showcasing Pearland’s rich heritage.
Association (TPCA) for meeting over 170 best practices in law enforcement, reflecting the department’s commitment to excellence. These standards encompass critical areas including use of force, protection of citizen rights, vehicle pursuits, property and evidence management, as well as patrol and investigative operations. CITY SECRETARY’S OFFICE OPEN GOVERNMENT AWARD AND COMPLIANCE STAR DESIGNATION The City Secretary’s Office received the Open Government Award and the Compliance Star designation from the Texas Comptroller’s Office. These honors recognize the office’s commitment to transparency, accountability and adherence to state compliance standards. The Open Government Award highlights efforts to promote public access to government information, ensuring citizens can easily obtain records and engage with their local government.
CITY OF PEARLAND COMMUNITY ACHIEVEMENT AWARD In 2024, the City of Pearland received the prestigious Governor’s Community Achievement Award (GCAA), which recognized the City as an “Outstanding Clean and Beautiful Community” by the nonprofit organization Keep Texas Beautiful. This award reflects the collective efforts of the community, city officials and volunteers dedicated to maintaining a clean and vibrant environment for all residents. COMMUNICATIONS DEPARTMENT TAMI AWARD FOR INTERNAL COMMUNICATIONS The Pearland Communications Department was recognized with a prestigious TAMI Award for Internal Communications, thanks to the success of the “People of Pearland” podcast. This award honors outstanding initiatives in communication within local government.
