SCS has assessed that, on average, actual median salaries of classified employees in benchmarked jobs continue to lag as compared to both public and private sector median salaries. • As compared to the public sector, actual median salaries of classified employees in the AS, MS, PS, TS and WS pay schedules lag by amounts ranging from -1.2% (MS) to -12.4% (WS). In contrast, actual median salaries of classified employees in the SS pay schedule have a slight lead over public sector medians by 0.9%. • As compared to the private sector, actual median salaries of classified employees in all six pay schedules lag by amounts ranging from -8.1 (MS) to -19.8% (WS). SCS has found that market competitiveness has generally decreased or remained mostly static since last year relative to the actual median salaries of classified employees in benchmarked jobs. The exception is the PS pay schedule, which has a larger percentage decrease as compared to both public and private sectors. • As compared to the public sector, actual median salaries of classified employees in the PS pay schedule have decreased in market competitiveness by -5.9%. Although actual median salaries of classified employees in the AS, MS, TS, and WS pay schedules all continue to lag median salaries of the public sector, actual median salaries of employees in these pay schedules have small increases in market competitiveness ranging from +0.3 to +0.4 percentage points since last year. Further, actual median salaries of employees in the SS pay schedule have improved market competitiveness by +2.2 percentage points since last year, which slightly leads the public sector median by 0.9%. • As compared to the private sector, actual median salaries of classified employees in the PS pay schedule have decreased market competitiveness by -11.3 percentage points. Meanwhile, the actual median salaries of employees in the TS and WS pay schedules have decreased market competitiveness by smaller amounts of -0.6 and -0.2 percentage points respectively. Although actual median salaries of classified employees in the AS, MS, and SS pay schedules all continue to lag median salaries of the private sector, these pay schedules have small increases in market competitiveness ranging from +0.2 (AS) to +1.5 (SS) percentage points since last year. It is apparent that the Market Adjustment rule helps to improve the competitiveness of classified employee salaries. Since 2018, the rule has assisted in reducing the percentage of employees being paid between the minimums and midpoints of their pay ranges. However, due to adjustments to the pay structures that occurred in 2023 and 2024, more employees are being paid below their midpoints in 2025 than in 2018. 37 State Civil Service 2025 Annual Pay Plan Report
