In times of high workloads, project managers often have insufficient staff to complete all required tasks. Firms are finding qualified technical staff (and project managers) increasingly difficult to hire, placing ever-greater demands on the time of current project managers. And, unfortunately, the leadership of most engineering and architectural firms often exclude or minimize the role of project managers in planning the utilization of existing staff. Senior managers and marketers make promises and commitments to clients and potential clients without sufficient input from those actually responsible for completing the work.
