PROPERTY EVALUATION (RESTRICTED REPORT)

HIGHEST AND BEST USE ANALYSIS Highest and Best Use as Vacant Physically Possible:

From a physical standpoint, the site is sufficient to support a range of residential uses.

Legally, uses are restricted by the local zoning code. The subject site is zoned RR - Resort Residential district by Cathedral City. This designation generally allows for one/two-family dwelling, hotel/motel, restaurant (no drive-thru,) recreational (all of these uses require a Conditional Use Permit,) and multiple dwelling unit (requires a Planned Unit Development Permit) uses. There are no land leases encumbering the site. Currently, development of residential building is not financially feasible. There is currently ample vacant land surrounding the subject and elsewhere in Cathedral City, indicating that demand for residential land is not substantially high. The layout of the lot coupled with the access easements would significantly limit the development potential of the site, indicating that construction would not be maximally productive. However, the existing parking uses, primarily along the southern portion of the lot, would still be maximally productive.
