No open space comparables were considered as these zoning designations are more restrictive than the RR zone and allow few to no uses even with a CUP. Once a base value has been established, each section of the portion of lot C-81 has been analyzed separately given the size and location. For example, the eastern section of the lot is not wide enough for most construction and will include an access easement which would limit the development potential. The southern portion, on the other hand, has a larger area and would allow for more permitted uses.
