2.2.6. Gaps in Policy of Effective Policy Enforcement
This analysis focused on the identification of potential gaps in policy enforcement and policies with an appropriate instrument for their implementation (e.g., strategies, plans, and/or acts). The analysis has identified areas where youth enterprises could grow and be sustainable if gaps are bridged.

Agriculture and information and communication technology (ICT)
The policy environment to support ICT innovations in the agriculture sector needs to be improved. This includes incubation centers and innovation hubs.
The survey team asked youth if there are areas where the absence of any policy, or effective policy enforcement, hinders youth enterprise growth and sustainability. Almost 80 percent of the 112 respondents from Tanzania mainland and Zanzibar agreed with this statement. They also perceive that these gaps affect their businesses and performance, primarily because of how policies were designed and implemented. Below are the gaps mentioned for Tanzania mainland and Zanzibar, respectively.
