Mitigating Circumstances

§ The circumstances under which the offense occurred. § Age of the person at the time of the commission of the crime. § Amount of time that has elapsed since the applicant’s last criminal activity. § Conduct and work activity of the person prior to and following the criminal activity. § Evidence of the applicant’s rehabilitation during incarceration, or following release. § Evidence of the applicant’s fitness, letters of recommendation from prosecution, law enforcement, correctional officers, or other persons who had the applicant under direct supervision. § Relationship of the crime to the purpose for requiring the license, and the extent to which the applicant might offer an opportunity to engage in further criminal activity of the same type.
