Colin Campbell Author/Director
Campbell is an Academy Award–nominated writer and director for theater and film, as well as a longtime teacher of theater and filmmaking. After the tragic loss of his two teenage children, Ruby and Hart, to a drunk and high driver in 2019, he wrote Finding the Words: Working Through Profound Loss with Hope and Purpose and created the one-man show Grief: A One Man ShitShow . His work on grief and healing has been featured in major outlets, and he speaks nationally, including as a keynote at The Compassionate Friends National Conference. He is currently serving on the MADD Board of Directors.

This session will bring together leading voices from the automotive, safety, and technology sectors to discuss the future of impaired driving prevention. Experts from General Motors, Insurance Institute for Highway Safety, Vodafone Automotive, Smart Eye, and Seeing Machines will explore the intersection of regulation, research, and technology that is redefining road safety worldwide.
MODERATOR: David Strickland Vice President for Global Regulatory Affairs & Transportation Technology Policy, General Motors
Strickland leads global regulatory policy and technology deployment and is recognized as a top authority in auto safety and public policy. A former NHTSA Administrator, Strickland oversaw major safety and fuel efficiency initiatives, including early automated vehicle work.
Gion Baker CEO, Vodafone Automotive
Martin Krantz CEO, Smart Eye
Baker drives with his team the vision to make mobility safe, secure and affordable through innovation in vehicle electronics and telematics. He believes the expansion to impaired driving prevention technology and interconnected mobility is an important pillar to save lives on the road.
Krantz leads the development of AI-based driver monitoring and interior sensing technologies, working with some of the world’s largest automakers. As an expert in eye tracking and its commercial applications, he is guided by his vision of bridging the gap between humans and machines.
Dr. David Harkey President, Insurance Institute for Highway Safety (IIHS)
Mike Lenné Chief Safety Officer, Seeing Machines
Lenné oversees vision-based driver monitoring systems focused on fatigue, distraction, and impairment. With expertise in human factors and psychology, he advances real-world applications of safety technology.
Harkey leads nationally recognized research on vehicle safety, crash prevention, and driver behavior. His leadership has advanced safety ratings that influence both auto design and consumer awareness.
3 p.m. | Breakout Panel 1 PANEL 1: Looking Upstream: Trends in Mental Health, Alcohol Use and Polysubstance Use Drunk driving is responsible for more than 12,000 fatalities and 400,000 serious injuries every year yet remains under-addressed in the national conversation around mental health and substance use. This panel will explore data and the connection between mental health, alcohol and polysubstance use and drunk driving. Panelists will also discuss trends in polyuse and how we may better define the problem and a safer future.

Draisin advances safe, sustainable mobility and public health equity globally through evidence- based solutions. She is a leader in integrating transport, health, and youth engagement strategies.
Lai directs toxicology education and research on substance use disorders and injury surveillance. His work applies novel technologies to patient care and public health.

Angela Eichelberger Senior Research Scientist, Insurance Institute for Highway Safety (IIHS)
Smith oversees a national traffic safety research agen- da and is a leader in impaired driving data, research and countermeasures. He previously served in senior safe- ty roles at the National Transportation Safety Board.
Eichelberger leads research on alcohol, cannabis, and poly- substance use impacts on driving. Previously a research psychologist at NHTSA, her work informs impaired driv- ing policy and safety countermeasures nationwide.
Dr. Ralph Hingson Director, Division of Epidemiology and Prevention Research, NIAAA
Dr. Arthur Kleinschmidt Principal Deputy Assistant Secretary, SAMHSA
Kleinschmidt leads federal strategy on mental health and substance use disorder prevention, treatment, and recovery. A licensed clinician, he has over 20 years of experience treating people with substance use disorders, serious mental illness, and behavioral health complications.
Hingson has authored landmark studies linking alcohol use to crashes and injuries. His research has shaped key policies like the 21 minimum drinking age and contributed to passage of the 0.08% nationwide legal blood alcohol limit.
3 p.m. | Breakout Panel 2 PANEL 2: Pathways Forward: Prevention Partnerships With Government & Industry Solving the impaired driving crisis will require bold partnerships and initiatives across government and industry. This panel explores various public and private partnerships and ways in which government and various industries contribute to impaired driving solutions. Panelists will share insights on what’s working, and where bold collaboration is needed next.

Stephanie Childs Executive Vice President of Corporate Relations, Diageo North America
Morrison leads safety compliance, ratings, and regulatory engagement for Mazda in the U.S. She champions human-centric safety innovation and spearheads communications around Mazda’s top-tier safety ratings.
Childs drives government relations, communications, and responsible drinking initiatives. She has led Diageo’s long-standing partnership with MADD and other national programs.
David Quinalty Head of Federal Policy and Government Affairs, Waymo
Trevor Chandler Director of Public Affairs at Flock Safety
Chandler leads national partnerships and municipal engagement to help communities improve safety outcomes. He advances Flock’s mission of building thriving, safe communities across the U.S.
Quinalty leads federal engagement on autonomous vehicle policy. A former senior Senate staffer, he is recognized as a top voice in transportation and tech policy.
Garrett Eucalitto Commissioner, Connecticut Department of Transportation
Kristin Smith Head of Global Road Safety Policy, Uber
As Commissioner, Eucalitto provides a safe and efficient intermodal transportation network that improves the quality of life for all. He also leads Connecticut’s Vision Zero Council and serves as AASHTO President.
Smith leads Uber’s global impaired driving prevention efforts and serves as Secretary of the National Alliance to Stop Impaired Driving. Her commitment is deeply personal, shaped by the loss of her father to a drunk driver.

Peter Simshauser Chief Counsel of NHTSA
Peter oversees the agency’s legal services, enforcement of vehicle safety standards, and litigation. He previously served as chief legal and compliance officer at Motional, where he guided regulatory approvals and compliance for automated vehicle deployment. A Harvard Law School graduate with degrees in civil engineering and mathematics, he began his career as a partner at Skadden Arps handling complex litigation and government investigations.
