3 p.m. | Breakout Panel 1 PANEL 1: Looking Upstream: Trends in Mental Health, Alcohol Use and Polysubstance Use Drunk driving is responsible for more than 12,000 fatalities and 400,000 serious injuries every year yet remains under-addressed in the national conversation around mental health and substance use. This panel will explore data and the connection between mental health, alcohol and polysubstance use and drunk driving. Panelists will also discuss trends in polyuse and how we may better define the problem and a safer future.

Lai directs toxicology education and research on substance use disorders and injury surveillance. His work applies novel technologies to patient care and public health.

Angela Eichelberger Senior Research Scientist, Insurance Institute for Highway Safety (IIHS)
Smith oversees a national traffic safety research agen- da and is a leader in impaired driving data, research and countermeasures. He previously served in senior safe- ty roles at the National Transportation Safety Board.
Eichelberger leads research on alcohol, cannabis, and poly- substance use impacts on driving. Previously a research psychologist at NHTSA, her work informs impaired driv- ing policy and safety countermeasures nationwide.
Dr. Ralph Hingson Director, Division of Epidemiology and Prevention Research, NIAAA
Dr. Arthur Kleinschmidt Principal Deputy Assistant Secretary, SAMHSA
Kleinschmidt leads federal strategy on mental health and substance use disorder prevention, treatment, and recovery. A licensed clinician, he has over 20 years of experience treating people with substance use disorders, serious mental illness, and behavioral health complications.
Hingson has authored landmark studies linking alcohol use to crashes and injuries. His research has shaped key policies like the 21 minimum drinking age and contributed to passage of the 0.08% nationwide legal blood alcohol limit.
