The fi fth iteration of the New Computerised Transit System will be delivered in July 2024 NCTS5 brings significant changes
M embers are undoubtedly aware that the fi fth iteration of the New Computerised Transit System (NCTS) is on its way and will be delivered in July 2024. The system’s general purpose remains unchanged and its functionalities will also largely remain the same, yet there will be some changes that Members are likely to notice. BIFA has collated information published by HMRC below. Authorised location code Operators holding Authorised Consignor or Consignee status and declaring goods via the Simplified Procedure are currently required to input the location code for the authorised premises where goods are starting or ending their movement in the UK when they submit a declaration via NCTS. From 1 July 2024, when NCTS5 is introduced, the Authorised Location Code will be known as the Location Reference Number. Authorisation Reference Number In addition to providing the Location Reference Number, operators will also need to provide their Authorisation Reference Number. The Authorisation Reference Number is used to determine if the correct authorisation type is held. Every time a transit declaration is submitted on NCTS5, an Authorisation Reference Number will be required. HMRC has now started sending letters with Authorisation Reference Number to NCTS operators. If however, Members have not received their Authorisation Reference Number by the time they read this article, they should contact the NCTS Helpdesk. It is worth noting that the Authorisation Reference Number may need to be configured into the software used for declaration submission. If operators want to avoid manual input, they should contact their software provider for further advice.

These include: • Multiple house consignments – up to 99 house consignments, each with 999 line items, within one declaration; • Electronic presentation of Movement Reference Number (MRN) – instead of printing and carrying paper Transit Accompanying Documents (TADs), the MRN can be held on a phone, tablet or other electronic means; • Of fi ce of incident – the ability to
report incidents en-route, to a Customs office, for real-time reporting directly into NCTS5; • The new requirement to enter commodity codes into transit declarations. In the case of multiple house consignments, NCTS5 users will be able to benefit from a workaround allowing them to declare multiple consignees at item level, as in NCTS4. BIFA will monitor further developments related to NCTS5 implementation but we urge Members to follow HMRC announcements and also liaise with their software suppliers in order to avoid delays and technical issues on the launch day.
