M y personal journey with weight loss seems like a revolving door. I may be able to enter the door to health and wellness with enthusiasm, but I end up exiting with a bag of chips! Being the “right” size has never come naturally. As a matter of fact, I seem to be able to pack on the pounds without much effort. Society standards tell us we should be one thing, but seemingly our body achieves something entirely different and yo-yo dieting becomes the norm.

different areas. Since I started the shot back in August, I also added weight training to my routine, and it is making a bigger impact alongside the miracle drug. It feels good to feel good—for the buttons to come together easily without requiring me to lay down on the bed or to alternate jumping and squatting to try to loosen them. I cannot be the only one who has experienced this, but if you haven’t, consider yourself one of the lucky ones. No matter what your journey is, or what your New Year’s resolutions include, I think the key is being fully committed. This month’s issue is full of health and wellness ideas for the new year. Our beautiful cover model, Haylie Bass, points us to the benefits of yoga. Let me tell you, that was a trend that made me skeptical. I am a pretty high- strung person, and the thought of a slower pace to fitness just wasn’t appealing to me. This summer, my long-time best friend, Jessica, and I went on a yoga retreat to celebrate our 40th birthdays together. It was pretty comical because neither of us are what you would call “yogis,” but I gave it a chance, and my body is grateful I finally embraced its benefits. Let this be my encouragement to you for the new year… whatever you do, be fully committed and don’t be afraid to try something new. Wishing everyone a healthy, happy, and wonderful New Year!

I have been drawn to all the fads. If you are near my age, you may remember when Hydrocut was supposed to magically make you lose all the weight. I was first in line to take it; I took Adipex too. I hopped on that Atkins diet trend. I’ve done meal management programs, invested in personal trainers, and the list could just keep going. For example, currently I am on the semaglutide bandwagon, with half the population, and I’m loving the results. However, while I am confessing to trying every possible “easy way out,” I have learned that no matter the miracle drug or diet fad, what it truly requires is a commitment from yourself. All these fads produce better results if you also eat right and exercise (shocking). I can say, one of my biggest weight loss journeys came after having my kids. There was something about being pregnant back-to-back three times… I was ready to put in the work. I took up running and put in a lot of miles. I also focused on my diet and eventually got to a place where I felt great. But, over the past decade, the running hurts more, and my focus has been diverted to many

TEXARKANA, ARKANSAS BY ROBERT J. THOMPSON A new year always invites optimism and opportunity for individuals in leadership. Being new to this area has created a lot of excitement for me and my family, and we are thrilled to call Texarkana home. I look forward to a long tenure working with the city and serving the residents. I believe this calendar year will bring opportunities for the City of Texarkana, Arkansas, to improve in several areas. The Texarkana Arkansas Police Department (TAPD) is in the process of retrofitting Union Elementary School as a facility to house vehicle maintenance and personnel, recruiting, and other departmental units. The property will serve as a training facility for our officers and those attending our hosted courses. An active campaign is being planned to recruit quality candidates to fill the current vacancies. The Animal Care and Adoption Center is expecting an increase

in adoptions, along with the spaying/neutering of 500 plus animals. There will be an increase in animal services provided to the community. The Texarkana Arkansas Fire Department will continue to provide excellent services to the community. Texarkana Regional Airport will welcome a new terminal this year. The airport improvements are a joint project of Texarkana, Texas, and Texarkana, Arkansas.

The Public Works Department is working to improve roads, raze blighted properties, and address areas with overgrown grass. There are many areas that require the Public Works Departments’ attention, and this year, there will be a continuance of improvements.

TEXARKANA, TEXAS BY DAVID ORR A s the pages of the calendar turn and we close this chapter of celebrating our TXK 150 Sesquicentennial Year in 2023, I’d like to take a moment to reflect on the remarkable achievements and progress that have defined our community in the past year.

In 2023, Texarkana, Texas, achieved significant milestones that have positively impacted the lives of our residents. From infrastructure enhancements to community-driven initiatives, our city has made notable strides in various areas. A strategic partnership agreement was executed with the Macedonia-Eylau Municipal Utility District for the voluntary annexation of 339 acres along the Highway 59 and I-369 corridors that led to the announcement of $68 million in new commercial

looping of dead-end water mains, automatic metering, State Line metering, and water and sewer relocation and improvements to the Waggoner Creek wastewater treatment plant. A five-acre tract of city-owned land on Loop 151 was surveyed, cleared, and seeded to make the site shovel-ready for future development. Over $302 million in new commercial construction was welcomed in Texarkana, Texas, with another $209 million slated in FY 23-24. An Economic Impact Study of the Texarkana Arts & Historic District was completed, finding an overall impact of $6.5 million to the local economy. A Chapter 380 incentive proposal was formulated to expand Sterno, which will relocate 100 new jobs from Memphis, Tennessee, to Texarkana, Texas, making Texarkana home to the largest Sterno plant in the United States. Lights were installed at Grady T. Wallace Soccer Field with the help of the Texarkana Soccer Association. The National Fitness Campaign Fitness Court was installed in the Spring of 2023 with help from the National Fitness Campaign/Texas Blue Cross Blue Shield and AEP SWEPCO. Southwest Center Tennis Court rehabilitation and pickle ball court installation was completed in the spring of 2023. Keep Texarkana Beautiful committee was restarted with new board members as appointed by council. The committee is focused on recycling and beautification while working on Keep Texas affiliate status and has already reactivated its 501(c)(3) status. And that’s just to name a few! If you want to learn more, you can check out our annual report online. As we have bid farewell to 2023, what makes me even more excited is what’s on the horizon for 2024. With a city council poised to lead, and a staff determined to accomplish, we have set our eyes on a few ambitious projects for the new year. Here are a few of them... • Creation of a regional business incubator/ creator space in collaboration with AR-TX REDI, Texas A&M University-Texarkana, Texarkana College, University of Arkansas Hope-Texarkana, and the City of Texarkana, Arkansas. • Continued work on the Courthouse Square Strategic Doing Initiative, and even more focus on the planning of a State Line Corridor redevelopment. • Planning and executing Texarkana’s first Solarbration event to extend a welcoming hand to all the visitors who will come to our city, many for the first time, to take in the solar eclipse in April 2024. Internally, the City will also work on formalizing Memorandums of Understanding with a few strategic partners in the community, introducing even more employee development opportunities, and hosting several large bass fishing tournaments to drive outdoor tourism. Reflecting on the accomplishments of the past year, it is evident our community is on a trajectory of growth and positive change. From infrastructure enhancements to vibrant community engagement, the collective efforts of our residents and city team have been nothing short of inspiring.

The Sports Promotion, Tourism and Economic Development bond issuance of $14.7 million will include major improvements at the Swanger Baseball Complex, Dobson Field, Wallace Park, and Kharr Park along with major improvements to the Perot Theatre and a proposed new business incubator space in partnership with AR-TX REDI. The Water and Sewer Revenue Bond for $21.285 million will include lead and copper line identification and replacement,

TEXARKANA MAGAZINE I n the darkest corners of Texarkana, a woman, a girl, a child lies broken as a stack of green changes hands. Every day another life is ruined while people, a street, a block, a room away, continue on with their lives, none the wiser. Many believe human trafficking only exists in foreign countries, or they mistakenly believe that it must involve physically transporting victims from one place to another. They can’t imagine something like this would ever live in their community. However, the sad truth is human trafficking exists everywhere in various forms, and unfortunately for the twin cities, Texarkana is a thriving hub for these heinous activities. “There are two main types of human trafficking: sex trafficking and labor trafficking (forced labor),” said Kelley Crisp, Bowie County First Assistant Criminal District Attorney. “Both types

Rayfield’s ministry has impacted an estimated 50 to 60 girls. “We go through a 12-month program with them here,” Rayfield said. “They have counseling, and this is a Christian organization, so they also have Bible study. We help them get back into the workforce, and they’ll have a job, a house, and hopefully a car by the time they leave us. Once they walk through the door, they are forever our family.” Not only does Grace House help survivors find some new version of normalcy, but it also hopefully prevents the cycle from repeating once these women are finally on their own. “The vast majority of trafficking survivors faced trauma, abuse, poverty, mental health challenges, and other related struggles

of human trafficking involve the exploitation of victims for forced labor or sex by a third party for profit or gain. Often when people hear about human trafficking, they think about the trafficking of children, which is certainly a crime, but it’s also a crime to traffic adults. It is important to note that the trafficking laws that apply to adult victims are different than the laws that apply to cases involving child victims.” While both forms of trafficking are terrible and have

in childhood,” Crisp said. “We learned that 83% of trafficking survivors experienced poverty, 69% ran away from home, 96% experienced physical, sexual, or emotional abuse, 93% lived with someone who experienced substance abuse and mental health challenges, and 96% experienced family or household instability.” Because of these statistics, many people believe they are safe from human trafficking, but they fail to recognize what the other sides of those numbers

been equated to “modern-day slavery,” Texarkana’s biggest scourge is sex trafficking. As far as Crisp is aware, “there has never been a jury trial in Bowie County for an individual charged with labor trafficking.” In contrast, various Texarkana based news services have reported on seven different individuals involved in sex trafficking cases in the past six months alone. “There is no single face of traffickers; they can be any gender, age or race,” Crisp said. “To victims, they can be a romantic partner, employer, family member, friend, or connected by mutual friends. Many times, human traffickers are also heavily involved in drug trafficking. Drugs often play a role in the recruitment, grooming, and retention of victims of sex trafficking.” As a result, many victims develop crippling addictions to these drugs, which only helps their abusers to further control them and perpetuate a never-ending cycle. “The traffickers also force these victims to transport drugs or engage in other criminal activity, resulting in the victims facing criminal charges of their own,” Crisp said. “The victims become addicted to drugs, have no stable place to live, often lose custody of their children and become almost completely reliant on the trafficker for food, clothing, and shelter.” Those who escape, likely due to their abuser being caught, end up on the streets, or, if they are fortunate, at Grace House, an organization that helps survivors get back on their feet. Women

Seventeen percent of survivors did not experience poverty, 31% did not run away from home, four percent were not abused, seven percent were not raised around substance abuse or mental health challenges, and four percent grew up in stable households. While four percent may seem like a small number, with almost 79,000 minors sex trafficked in Texas alone, that four percent adds up to over 3,000 children, and that number doesn’t include the adults that are trafficked. In short, everyone is at risk. “A lot of people think it won’t happen to me,” Rayfield said, “especially young girls in high school because a lot of them are really gullible at that time. So, it’s really subtle. It’s not like sex trafficking is just right up in your face. A lot of it is someone at home, someone close to you.” While human trafficking has existed for generations, the advent of the internet elevated it to new heights. “In the United States, approximately 40% of sex trafficking victims are recruited online,” according to UN News . The increased usage of the internet during COVID-19 because of containment measures only furthered these numbers. “Online predators, including human traffickers, look for victims to lure through social media, dating sites, or gaming sites which enables predators to stalk, message, and groom their victims,” Crisp said. “Traffickers focus on those who are vulnerable because of their age, who have financial circumstances, have limited supervision, or have low self-esteem. These criminals might spend weeks or months

creating a relationship of trust before they start exploiting the victims.” Children are especially vulnerable to these types of predators because of their naivety. Many seek acceptance, attention, and friendship from those online if they are lacking it at home or school. “It is important to teach them what safe and healthy relationships are,” Crisp said, “including building open communication so that the child is more likely to come to a parent first if there is a problem.” Unfortunately, however, many do not have anyone to turn to. They are raised without a strong parental figure to teach and guide them. “Our sex trafficking victims are mostly girls who have grown up, aged out of the foster care system, and now they have nowhere to go,” Rayfield said. “Let’s say they end up at the Randy Sams [Shelter]. She’s very gullible. She’s just come out of the system and doesn’t have any family. And mainly, no one is looking for her. I would say most of it is because no one is looking for her. So, she ends up in sex trafficking because she doesn’t have anywhere to go.” Often, this results in the victim becoming dependent on their abuser. They literally don’t know how to live or make a living without them. “Even though the evidence is extraordinarily brutal and violent, the victims of trafficking often do not self-identify and even sometimes express loyalty to the trafficker,” Crisp said. “Many of these survivors had adverse childhood experiences which distorted their views of self-worth, love, and security. Without intensive treatment, and assistance of government programs for trafficking survivors, the outcome for many of these victims is grim. Because traffickers are experts at using the needs of their victims to their advantage, it appears preventative measures should be aimed directly at children who are lacking in healthy, loving relationships.” The sad truth is, it’s not uncommon for children to be born into sex trafficking or sold by their own mothers. When someone is raised in that type of environment, they’re likely to not even realize they are a victim. To them, it’s just life. “It’s just a generational cycle. We tell her, ‘That’s wrong. You should not do that,’ but that’s what she was brought up in. That’s her life,” Rayfield said. “That is all she knows. She comes from that world herself.” For those that realize they are being trafficked, fear often prevents them from seeking help, making human trafficking a hidden crime. To them, the chance of escaping does not justify the retribution that will be inflicted if caught by their abusers. “These victims are often heavily drugged (sometimes without their knowledge); they are frequently beaten, strangled, and raped,” Crisp said. “I had one case where a trafficker believed a victim took some money from him, so he attempted to murder her by setting her on fire. He then used that violent episode as a threat to his other victims—sending a clear message that they would be next unless they did as he ordered. Often these traffickers steal the victims’ clothing, including their shoes, so the victims can’t leave.”

A luxe satin bow sat at the waist to flatter the full A-line skirt and fabric buttons cascading the length of the gown, adding the perfect finishing touches. Raegan paired her Gracyn Elizabeth gown with satin opera gloves accessorized with pearl closures. Olivia Grace is a sophomore at Louisiana Tech University in Ruston, Louisiana, where she is pursuing a degree in Elementary Education and was named on the dean’s list her freshman year. Helen Clark is a sophomore at the University of Arkansas in Fayetteville where she is in the honors college and is studying communication sciences and disorders and is pursuing a minor in communications.
