In a year with many unexpected twists and turns, we wanted to make sure to start 2022 off with a bang. So were pleased to unexpectedly (see what we did there) find photos that will be 50 years old in 2022 that have been preserved by the Pearland Historical Society. We took 12 of those photos out to the locations where they were originally taken and took a current picture to see what 50 years difference looks like. It was a labor of love, and we hope you enjoy this calendar that is the result of our efforts. The printed calendars are in the production process, but due to supply chain and shipping delays, they won’t make it into homes until the middle of January. But the digital version is available now so you can get a sneak peek at the calendars that will be arriving in your mailbox in just a few weeks. MADD Law Enforcement Recognition In 2020, the Pearland Police Department made 239 DWI arrests and, unfortunately, was on pace to surpass that statistic in late 2021. In addition to regular participation in DWI STEP grants for enforcement, the Pearland Police Department maintains year-round status as a “no refusal” agency. This effort has been made feasible by our pioneering use of technology to obtain search warrants for blood to be drawn of suspected intoxicated drivers. In legally appropriate cases, our officers will prepare a request for a blood draw warrant for judicial review. As a result, numerous cases from breath test refusals or cases where the suspected intoxicant is other than alcohol can be prosecuted. The Pearland Police Department maintains these measures to combat the societal harm caused by intoxicated driving.

BUDGET OVERVIEW

Innovation + Improvement An organization’s purpose drives continuous innovation and improvement; this motivation moves our City ever-forward. Everyone has his own take on what lies at the heart of public service. Here are just a few examples from City of Pearland employees: Community building, providing vital public services to all fairly and equitably. Making the lives better for our citizens. Creating an attractive and safe community where citizens and businesses will realize value in establishing roots. This year, the City kept “resiliency” at the center of the conversation in developing the Fiscal Year 2022 Budget, ensuring effective investment, growth and development of core services that make our community receptive to changes.

Public Safety Investment Pearland continues its commitment to invest in Public Safety staff, resources, training and technology. This year, expenditures for Police and Fire represented 56% ($55.2 million) of the General Fund budget. The departments received $3.9M more than in last year’s budget. In 2022, this money will be used to hire one new police officer, increase compensation and make needed capital replacements. Capital Improvements Our Capital Improvements Plan has $479.5 million committed to projects in the next five years. The vast majority of $292.5 million is needed for water and wastewater improvements. Those needs are repaid by users of the systems, from the City’s Enterprise Fund that operates as a business, charging rates to ensure the fund is self- supporting. Of the remaining $187 million, $61.7 million is for new street widening or extensions across Pearland. $479.5 million worth of projects planned through 2026 $292.5 million water and wastewater improvement $61.7 million new street widening or extensions

MESSAGE FROM THE MAYOR

Despite challenges in 2021, Pearland continued to position itself as the Community of Choice in the Greater Houston Area during this past year. We have continually adapted to the “new normal” as we encounter new experiences almost every day. The 2019 Bond Program is well underway with many completed projects slated for early 2022. As the population in the Houston Metropolitan Area increased, Pearland saw the official 2020 census reach 125,825—that’s a 37 percent growth in the past 10 years! Providing services for the increasing population will continue to be challenging, but it should inspire all of us to be creative in planning for the future. It is our job to continue upgrading our City services and infrastructure to meet the growth, maintain our quality of life as a safe and livable city and keep our great sense of community-- all while being good stewards of the tax dollars entrusted to your professional public servants. Pearland is known for our quality of life. We must continue to attract corporate headquarters, high-value retailers and quality industrial development. These efforts will increase our tax base and help support our growth. As your Mayor, I welcome and encourage all our residents to participate in our local government. Together we will continue to make Pearland a special place. My goal, as always, is to make Pearland the Community of Choice.

Pearland’s property tax rate for Fiscal Year 2022 is $0.701416, a decrease of more than 2 cents from last year. The City’s tax rate is established annually through the budget process, which begins in February each year and runs through September. City Council and community stakeholders participate in a process facilitated by City staff to determine how to best invest in the City’s six Strategic Priorities, which lay the groundwork for sustainable growth and value across our community. The result is a budget recommendation that is paired with home values provided by the counties, which determines the appropriate tax rate. Once adopted, funds from property taxes go directly to services residents see every day, such as police, fire, infrastructure, parks and so much more.

SALES TAX REVENUE IN MILLIONS Sales Tax, primarily composed of a 1 cent local sales tax collection (from the City’s General Fund), is estimated to increase from $24.3 million in Fiscal Year 2021 to $24.9 million in Fiscal Year 2022. The sales tax revenue has increased as the local economy grows. The Pearland Economic Development Corporation also collects a half- cent local sales tax, which is not reflected in these numbers.

HOW THE CITY ALLOCATES MONEY FROM THE GENERAL FUND ($99.6 MILLION) Adopted General Fund expenditures for Fiscal Year 2022 total $99,572,064. Public Safety (Police and Fire) accounts for 56% of the total budget as services are provided 24/7. There are 701 positions (full and part-time) in the General Fund of which 426 or 61% are Public Safety-related.

Sales and Use Tax Revenue makes up 25% of the General Fund’s revenue. Property Taxes account for an additional 31% of the General Fund. Service charges (20% of revenue) include ambulance fees, parks and recreation fees and administration fees from the Tax Increment Reinvestment Zone (TIRZ). Franchise Fees (6% of revenues) come from utilities (gas, cable, electric, telephone and garbage) for use of City rights of way.

Country Club Drive Facing southwest towards the entrance of the Green Tee Terrace subdivision, you can see the same white house located on the 3000 block of Country Club Drive. FM 518 and Park Avenue Pearland Elementary, Junior High and Senior High Schools were all once located on the same campus. The sign pictured would highlight school events year- round. The campus property has since been subdivided between the Horizon Montessori School and other properties, including Killen’s BBQ, where this sign and parking lot once stood. Of note, Killen’s BBQ consistently remains one of the top 50 barbecue joints in Texas.

Railroad Tracks and Orange Street Where the railroad bisects Orange Street, facing north, you can see the rice drier silos in the distance. The silos were built in 1948 and were operated by American Rice Growers. The building went dormant some decades later and was finally demolished in January 2019. The silos were a glimpse of Pearland’s agricultural past, where heightened rice production in the 1940s and its proximity to the railroad proved advantageous.

FM 518 and Railroad Tracks The train depot seen here was the hub for businessmen traveling between Houston and Galveston and is now the oldest standing building in the city. The train depot was built in 1900, just six years after Pearland’s official founding in 1894. Now, the depot no longer stands by the railroad tracks and has since been relocated to its current location on Liberty Drive, adjacent to City Hall.

FM 518 and SH-35 Looking west toward the train tracks on FM 518, we can see two young people enjoying a bright day on horseback. The juxtaposition of the horseback riders trotting casually alongside one of Pearland’s busiest thoroughfares in the 70s wouldn’t be entirely out of the picture if seen today. In the background, we also can see the Brazoria County Realty building, which is now used by Pearland Coffee Roasters, one of Pearland’s local coffee establishments.

FM 518 and Sherwood Drive Sherwood Village Shopping Center, located on FM 518 between Sherwood Drive and E. Walnut Street, housed a number of retail stores, including the TG&Y. This shopping center continues to house five and dime thrift stores, such as Forgotten Angels, Hidden Treasures and the Salvation Army, as well as restaurants and salons.
