Hail to the chief

FINCH | South Nation Conservation is in- viting creative participation fro m resi- dents of the watershed to help celebrate its 65 th anniversary this year. “We were looking for a concept that would create a lasting m e m ento of the an- niversar y , while reflecting the character of both the region we serve and the people within it,” said Angela Cole m an, SNC Direc- tor of Co mm unications. “We ca m e up with the idea of a book of short stories about life along the river and tributaries of the South Nation River, writ- ten b y residents, fro m first-hand experienc- es. We’re hoping to co m pile the book and release it b y the end of the y ear. The soft- cover publication will contain 150 to 250 pages, Cole m an explained. Sub m issions of 1,500 to 2,000 words are encouraged. The content will be pri m aril y stories with pos- sibl y so m e photos displa y ed throughout. While so m e editing will occur, for ease of readabilit y , interested participants don’t have to be professional writers, although the y ’re welco m e as well. Nor do the y have to be lifelong residents of the watershed. “The i m pressions of relative newco m ers are equall y interesting. B y word of m outh, we have about twent y sub m issions so far and content is excellent.” To date, sub m is- sions are varied in both topic and author. In reviewing the sub m issions, it is interesting how authors describe changes in the River, as well as the lifest y les of local people over ti m e. So far, authors range in age fro m over 90 to under 20 y ears of age, which invites a range of perspectives and experiences. While the stor y structure isn’t set in stone, Cole m an described a t y pical scenario that would have writers describe their connec- tion with the South Nation River or one of its tributaries. The y would also provide so m e personal background and relate one or m ore specific anecdotes about their ex- periences on or around a particular water- wa y . Long-ti m e Vankleek Hill Fire Chief Bruce Barton was thanked for his m any years of service by a group of town residents during an open house held Saturday at the fire hall as part of Fire Prevention Week activities. newsroo m @eap.on.ca HAWKESBURY | The search for a new chief ad m inistrative officer in Hawkes- bury for m ally ended this week when council appointed Jean-Yves Carrier, of Orléans, to succeed Nor m and Beaulieu. Carrier fills the post that has been vacant since Beaulieu was let go in May. Carrier begins his new job Nove m ber 5. In a press release, the m unicipalit y sa y s: “Mr. Carrier has been given full consider- ation for his qualities of leadership and unifier as well as his personal value of trust and respect. His 30 y ears of experi- ence in m anage m ent at the federal level, including an officer’s career in the Cana- dian forces and at m unicipal level, particu- larl y with the services of urban transport of the Cit y of Ottawa, will certainl y bring an i m portant contribution to the Town of Hawkesbur y .” He has also worked as project m anager with Trapeze, of Mississauga. “The Ma y or and the m e m bers of the co mm ittee of selection have confir m ed that Mr. Carrier distinguished hi m self b y his capacit y to be creative and m aintain good relations with the people surround- ing hi m such as the e m plo y ees, his col- leagues and the Town Council. And once again the figure has been in- flated by grants awarded for sewage treat m ent i m prove m ents. In 2010, the town of Hawkesbur y record- ed a surplus of al m ost $3 m illion, eclipsing the $818,901 cushion it had in 2009. In 2011, the m unicipalit y had another huge surplus -- $6,019,475. However, the big reason for this black ink is the $6.7 m illion the town has received fro m the federal and Ontario govern m ents to i m prove its sewage treat m ent facilit y . Last y ear, the Ontario govern m ent pro- vided $3,395,350 while Ottawa contrib- uted $3,419,638 to the job. The additional revenue is part of the $24 m illion the province and the federal gov- ern m ent are pa y ing towards the $36 m il-

lion overhaul of the plant on Main Street, explains acting treasurer Francine Tessier. Govern m ent funds are paid out as the town pa y s expenses related to the work that is scheduled to be co m pleted b y the end of 2013. Without that funding, the m unicipalit y would have recorded a $796,911 deficit, re- sulting fro m expenditures of $17,885,132 and revenues of $17,088,220. Last y ear, tax revenues increased fro m $8,398,342 to $8,450,956 while user fees dropped fro m $5,864,715 to $5,651,756. Major expenditures include protec- tion to persons and propert y , $6,179,606, ($5,568,068 in 2010); streets, $3,019,095 ($2,619,556 in 2010); environ m ental ser- vices $4,829,996 ($4,908,683 in 2010); rec- reation and cultural services, $1,774,676 ($1,701,044 in 2010); general ad m inistra- tion, $1,571,668 ($1,529,747 in 2010).
