Spring flooding forces out families

BOURGET | Several families on Boileau Street in Bourget had to find temporary accommodations with relatives and frien- ds after spring flooding of neighbouring fields inundated their neighbourhood. The Clarence-Rockland Fire Department and the city’s public works crews joined forces last week to help evacuate stranded residents in the Boileau Street neighbou- rhood. Gilles Maranda, infrastructure direc- tor, noted that the floodwaters came from fields on either side of the area which were already flooded as normal for that time of year. This season though a combination of factors, including late and rapid thawing of the snow in nearby Bearbrook Creek, more rainfall, and a few drainage culverts still blocked with snow and ice, resulted in the fields overflowing their boundaries. “It landlocked a few houses,” Maranda said. He noted there was no interruption of power anywhere in the neighbourhood because of the flooding. The problem was that residents along some parts of Boileau Street could not be certain about their ac- cess in and out of the neighbourhood. “In some places the water was three or four feet deep,”Maranda said. “Other places maybe a few inches.” Public works staff and fire fighters used a front-end loader to ferry people and their pets out of the area to dry ground. In total eight people, including two children, along with two dogs and two cats, were moved out of the area. They sheltered with family and friends elsewhere until the floodwa- ters receded and they could return to their homes. “No one was in danger,”Maranda said. Helen Collier, the city’s acting chief admi- nistrator, reported that the Bourget Com- munity Centre was kept open if anyone from the Boileau Street neighbourhood needed a place to stay.

The road on one side of Séguin Bridge heading towards St-Isidore was closed because of flooding from the South Nation River. Road closures spread throughout all of Prescott-Russell because of high water levels in the South Nation River and its tributaries due to a combination of rapid thawing, ice jams in the streams, and other factors.

City staff put in extra time over the April 12 weekend monitoring the Boileau Street neighbourhood and several other areas in Clarence-Rockland for flood hazards. The Boileau Street bridge was also closed temporarily because of concerns about ice jams. Over in the Hammond village area a 300-foot section of Gendron Road was floo- ded but the water was not deep enough to bar all traffic access. Monitoring continues for parts of the ci- ty’s rural areas which may be prone to floo- ding. The cost of the surprise flood control and rescue efforts will be part of a later report to city administration and Clarence- Rockland council.

Over in Alfred-Plantagenet Township one family was evacuated from the Pitchoff Road neighbourhood because of high waters. They have since returned home. In other parts of the township there was tem- porary flooding of a few roads because of blocked culverts. The counties public works department imposed temporary road closures on three county roads in The Nation municipality and Alfred-Plantagenet Township because of flooding. In the Riceville area of The Nation flooding closed more than 20 local roads, undercut one road, and forced a local dairy farmer to use a boat to get to his barn and other buildings.
