Congratulations to our cover star, the Construction Employers Federation (CEF), on its 80th anniversary. As you’ll find in our 40-page tribute inside, CEF has been a vital force behind Northern Ireland’s construction industry – and indeed the economic and social development of the region - throughout the last eight decades. Recognised as the industry’s voice, it has consistently supported and lobbied for the sector from introducing a Construction Holiday Pay Scheme in the 1940s to elevating health and safety standards in the 1990s. More recently, it has co-created the Construction Futures initiative tackling industry issues such as the labour shortage. CEF held an NI Construction Gala Dinner on March 27 in Titanic Belfast to mark its milestone anniversary, a sold-out event reinforcing the esteem in which the Federation is held. Presentations on the evening showcased the remarkable transformation of NI since the post-war TRANSFORMATION OF NORTHERN IRELAND

COSYGROUP ACQUIRES CO

Downpatrick-based construction firm CosyGroup has acquired family-run independent builders’ merchant J&W McCall Supplies Ltd for an undisclosed sum. CosyGroup is the parent company of a number of construction businesses including CosyRoof, a leading UK conservatory roof conversion specialist, as well as divisions operating in the insulation sector, solar energy solutions and residential property development. Established in 1957, J&W McCall Supplies Ltd provides building materials to local businesses and homeowners across Northern Ireland, operating from three stores in Carryduff and Clough. It currently employs 48 people, with the acquisition increasing CosyGroup’s total workforce to 63. The acquisition is expected to bolster CosyGroup’s wider supply chain network, supporting its CosySolar, CosyRoof, CosyInsulation, CosyDevelopments and KAP Properties divisions. A dedicated supplier business, J&W McCall Supplies will continue to operate as a standalone company within CosyGroup, retaining its business name. GRAHAM AWARDED £90M QUAY & DEEP-WATER BERTH CONTRACT

GRAHAM has been appointed by Belfast Harbour as the main contractor for the initial build phase of a new £90m deep water terminal to facilitate increased cruise tourism and offshore wind projects. Works commenced in April and are set for completion by 2027, with the project including construction of a new 340m dual-purpose quay and deep-water berth. It will be able to accommodate some of the world’s largest cruise vessels, while also expanding the port’s capacity for offshore wind turbine

assembly and installation. With 146 cruise vessels scheduled to berth at Belfast Harbour this year, it is already the busiest cruise port on the island and second busiest in the UK, generating an estimated £20m-£25m per year. Station at the Chartered Institution of Highways and Transportation (CIHT) NI Awards. The bus and rail service provider also picked up highly commended in Active Travel Project of the Year for York Street Station and in Emerging Professional of the Year for Assistant Project Manager Jackson Tuohey, recognised for his work on Belfast Grand Central Station. CONSTRUCTION SECTOR OPENS DOORS TO NEXT GENERATION TO FILL 5,000 JOBS

Northern Ireland’s construction industry has welcomed 500 visitors from diverse educational backgrounds, as well as members of the public, to Build UK’s first Open Doors Week held in the region. Co-ordinated by Construction Futures over March 18-22, the initiative featured more than 35 events across 18 locations, with 15 companies generously opening their doors. The Construction Employers Federation estimates that 5,000 new workers are needed in Northern Ireland by 2028, with recruitment one of the biggest challenges currently facing the construction sector. Sites opened to visitors included Heron Bros’ Shared Education Campus in Ballycastle, Henry Bros’ new DVA Test Centre in Mallusk, GEDA’s Dungannon Waste Water Treatment plant and Ganson’s new Hamilton Dock hotel project in Belfast’s Titanic Quarter Belfast. Students wearing hard hats and high- visibility vests were given exclusive behind- the-scenes tours of the sites, factories

and company headquarters. They engaged in hands- on demonstrations, had the chance to operate equipment and took part in tasks providing valuable insights

into the varied roles and responsibilities available within the industry. Construction Futures also welcomed representatives from the Department of Education, Department for the Economy, local MLAs, the Mayor of Antrim & Newtownabbey, Belfast Lord Mayor and members of the Northern Ireland Skills Council, who all showed strong support for the initiative. Newry firm Cunningham has been awarded two significant contracts by Louth County Council for the construction of social housing developments. One project in Greenhills, Drogheda, involves the construction of sheltered accommodation comprising 45 single-storey, two-bedroom homes and one single-storey, five-bedroom community house. To be completed using timber-frame construction, the scope of works will include development of new roads, parking spaces, landscaping, essential infrastructure and sustainable technologies including air-source heat pumps and photovoltaic panels. A second project in Mullavally, Louth Village, will include 58 new social housing units including single- and two- storey houses featuring from two to five bedrooms. Also constructed using modern timber-framed techniques, the project will include new cycleways, footpaths and public lighting. CHOICE LAUNCHES £6M ANNUAL PLANNED MAINTENANCE FRAMEWORK

One of Northern Ireland’s largest housing associations, Choice, has established a new multi-supplier planned maintenance framework supporting tenants, businesses and local employment. With an estimated value of £6m per year, the framework supports Choice’s asset management strategy over a two-year period and covers redecoration as well as replacement of kitchens, bathrooms, roofs, doors and windows. Two contractors have been appointed to the framework, with Hetherington Painting and Building Contractors covering the association’s north region and

the Bell Group servicing its south region properties. Choice has also completed an energy-efficiency retrofit at its homes in Belfast’s Finaghy Road North and Riverdale Park South, in partnership with McCusker Contracts and Moore MacDonald and Partners. Part of a larger programme of works totalling investment of £16m, the retrofit has improved the homes’ Energy Performance Certificate rating from Band D to A. QMAC APPOINTS NEW BUSINESS DEVELOPMENT MANAGER

A growing imbalance between housing development and lagging critical infrastructure is stalling Northern Ireland’s ability to meet future demand and support vibrant communities, according to a new report. Housing development in NI is showing significant growth in plans submitted and granted, with notable regional momentum in the east and southeast, according to the report by Construction Information Services (CIS Powered by Hubexo). In the past year, 8,014 housing plans have been granted, representing a healthy pipeline of residential projects. However, despite this momentum, housing starts have slowed and the sector remains vulnerable to planning complexity and a lack of infrastructure alignment, according to CIS. While public sector infrastructure investment has increased, particularly in roads, bridges and water services, it still lags behind the pace of housing expansion. HAGAN HOMES BEGINS FIRST PHASE OF £50M LISBURN DEVELOPMENT

Northern Ireland homebuilder Hagan Homes has started construction on its latest housing development, the £50m Ballantine Garden Village on Hillhall Road, Lisburn. The first phase of the project represents a £9m investment and will deliver 28 high-quality

homes, with completion expected by July 2026.

Ballantine Garden Village is set to unfold over six phases spanning four years and 138 homes in total. The development will offer energy-efficient two-bedroom apartments, three- and four-bedroom semi- detached homes, and four- and five-bedroom detached homes. Partnering with DB Contracts, Hagan Homes will create 58 new jobs as part of the construction phase. OPTIMISM RISING DESPITE FALLING NI CONSTRUCTION WORKLOADS IN FIRST QUARTER

Construction activity in Northern Ireland remained subdued in the first quarter of 2025, according to the latest construction monitor from the Royal Institution of Chartered Surveyors (RICS). However, surveyors appear more optimistic about the year ahead than they were, with workloads expected to rise. Overall, a net balance of -4% of respondents in NI reported a fall in construction workloads in Q1, with flat activity in private housing and industrials. Workloads in public housing and private commercial works declined (net balances of -11% and -15% respectively), while

rising in infrastructure (a net balance of 60%) and other public works (a net balance of 8%). A net balance of 26% of surveyors expect a rise in overall workloads in the 12 months ahead, up from 10% in the previous survey,

Creating an outstanding learning environment for special needs students

WOODVALE CONSTRUCTION HAS DELIVERED A HIGH-SPEC SAFE AND INSPIRATIONAL SPACE FOR 3-19-YEAR-OLDS IN A PROJECT FOCUSED ON SUSTAINABILITY AND RESPECT FOR ITS COMMUNITY…

A 31-month project, creating a unique space for a diverse range of special needs students, has been handed over on the exact delivery date specified by main contractor Woodvale Construction Company Ltd. A much-needed facility for special education needs (SEN), Ardnashee School & College represents a £35m investment by the Department of Education. The single-storey campus was designed by Samuel Stevenson & Sons to meet the needs of pupils aged 3-19 with profound, moderate and severe learning difficulties. Handed over in February 2025, the project was awarded an impressive 44/45 rating from the Considerate Constructors Scheme and is targeting BREEAM Excellent accreditation. Located at the old Foyle College site on Northland Road, the 7.8-hectare

space was cleared prior to Woodvale Construction commencing works. Darragh McGlone, Contracts Manager, said, “Over the 31-month duration of the project, the Woodvale Construction team maintained a strong focus on safety, quality and meeting deadlines. “Our ability to work closely with Project Manager Samuel Stevenson & Sons and the Education Authority, and to adapt to evolving requirements, was key to the success of this project. “The collaborative efforts from all parties ensured we met the ambitious budget and timeline, ultimately delivering a school that will provide an outstanding learning environment for students.” Works included a reception area with a large canopy for weather protection, classrooms, offices, storerooms, school meals accommodation and private toilet areas.

Among specialist SEN facilities incorporated into the build were sensory rooms, a rebound therapy room, hydrotherapy pool, hard and soft play areas, a zip line, sports hall, ball courts, fitness suite and hygiene rooms including sensory baths and Japanese-style toilets. Also entailed in the project were associated mechanical and electrical services including natural gas-fired condensing boilers and a BMS control system, siteworks, drainage, landscaping, sports pitches, car parking and a covered walkway for pick up/drop off. Separate wings provide accommodation for post-16, secondary, primary and nursery pupils and specialist subjects, with a sense of progression through the school highlighted by clear and logical wayfinding. Glazed links between the wings incorporate natural daylight and create a sense of openness.

Clare Ogle, Project Manager at Samuel Stevenson & Sons, said, “The works were completed on programme, with a minimum of on-site issues and to an excellent quality. Woodvale’s on-site personnel’s attention to detail with regards to build quality and overall finish to the completed works has been of the highest standard.” Raymond McFeeters, Principal, said, “Woodvale has been super the whole way through the process. The building was delivered on the exact date we were originally told it would be. “Our Site Manager Wesley was exceptional. He set extremely high standards from the start and kept those high standards right the way through. The quality of the finish and the experience and the process of the build has been second to none for us.”

The building has been designed to facilitate future extension with additional classrooms, while the hydrotherapy suite and sports facilities can be accessed via a dedicated entrance and secured to create opportunity for external income generation. To enhance safety,

management plan were implemented to minimise any impact. Prioritising positive engagement with the community, Woodvale Construction was formally thanked by the resident stakeholder group for accommodating its additional request to cut back overgrown trees and hedges. The project also provided significant local employment, delivering 1,197 employment weeks to apprentices, placement students and unemployed individuals from the local community. Aiming for BREEAM Excellent accreditation, the contractor also implemented a variety of sustainable initiatives such as using straw bales wrapped in Terram geotextile fabric to manage runoff on site and rainwater harvesting. Tree surveys were conducted and bat boxes erected on the advice of an ecologist, with wildflower seeds planted

Bringing smart solutions, seamless integration and unrivalled expertise to its electrical installation, JD McGeown Ltd has powered a facility designed to inspire and innovate. Appointed as electrical subcontractor for Ardnashee School & College, the Belfast-based business faced complex challenges ranging from intricate power distribution to advanced lighting and life- safety systems. James McGeown, Managing Director, said, “JD McGeown overcame every obstacle with precision, expertise and innovation. Our work ensured that every classroom, therapy space and facility operated seamlessly, creating a safe and efficient environment for students and staff, and setting new standards for electrical excellence in education.”

Project managed by Phil Quinn, JD McGeown collaborated closely with main contractor Woodvale Construction throughout the 31-month duration of the project, delivering its installation on time, on budget and beyond expectations. “JD McGeown successfully delivered a full electrical installation at Ardnashee, providing tailored systems to meet the complex requirements of the environment,” said Phil. “The project included electrical services for sensory rooms, ceiling hoists, hygiene rooms and a hydrotherapy pool. “AV systems were installed in the main hall, music department and recording studio, while classrooms were fitted with interactive touchscreens. An automated vehicle entrance gate was also installed to enhance site access and security.”

Additional works included full mains infrastructure with harmonic filters and power factor correction units; Category L4 fire alarm and emergency lighting systems, access control across gates, external and internal doors; and CCTV, intruder and accessible area alarms, external lighting and structured cabling. “The project demonstrates JD McGeown’s capability in delivering high- quality, specialist electrical solutions in education settings,” said Phil. Aurora Immersive, a division of Osborne Technologies Ltd, was commissioned to provide an immersive room, purpose-built sensory room featuring immersive elements and a dedicated space for an interactive floor at Ardnashee School & College. ‘Sensory corners’ were also created by setting aside small corner spaces within classrooms to provide relaxing and calming sensory effects for children. As the project progressed, Osborne Technologies’ remit was extended to include design and delivery of fully- padded zones with soft equipment and apparatus for two soft play areas. DELIVERING A BREEAM EXCELLENT BUILDING, INTEGRATING A HYDROTHERAPY POOL AND INCORPORATING SPECIALIST SANITARY WARE WERE AMONG COMPLEX ELEMENTS OF THE PROJECT…

Global engineering, management and development consultancy Mott MacDonald provided building services design and a BREEAM assessor role for the project. Ian Bryson, Mott MacDonald MEP Project Lead, said, “We collaborated with Woodvale Construction and its M&E subcontractors to achieve the common goal of high-quality installation, completed on time, within budget. “The challenge of delivering a BREEAM Excellent building was overcome using a combination of efficient building services systems including LED lighting with occupancy controls, heat recovery ventilation with CO2 occupancy control, photovoltaic panels and rainwater harvesting.”

A complex design challenge involved integration of the hydrotherapy pool, requiring a dedicated plantroom to provide heating, filtration and chemical treatment of the pool water and a dedicated specialist air-handling unit with automatic controls to maintain comfortable conditions and avoid condensation in the pool hall. Specialist sanitary ware in hygiene rooms included assisted baths with mood music and lighting with illuminated ceiling graphics above. “Representing another complex special needs school completed by Mott MacDonald, this project provides top- class build quality and excellent design features for the school’s pupils, including sensory, rebound therapy, soft play and

STRUCTURAL & CIVIL ENGINEER Ardnashee School & College is a carefully-engineered environment, designed to unlock potential, foster growth and provide a foundation for life-changing experiences. Albert Fry Associates worked closely with the Education Authority, school and the design team to set a new standard for SEN provision in Northern Ireland, with the school now used as a precedent for future projects. Challenges included a significant cut-and-fill exercise to be carried out across the site and provision of a hydrotherapy pool, sensory and immersive rooms. Classrooms had to be designed with versatility in mind to accommodate all students. The construction team maintained a strong focus on safety, quality, meeting deadlines throughout the 31-month project and delivering a school capable of providing an outstanding learning environment. The success of the project was attributed to close collaboration of the design team, adapting to evolving requirements and ensuring the ambitious budget and timeline were met. Established in 1987, Albert Fry Associates provides structural and civil engineering consultancy services from offices in Belfast and Dublin.

STREET FURNITURE ASF Engineering Limited, a specialist in fitting out public realm spaces, supplied external street furniture to Ardnashee School & College. The Ballymena-based business provided bollards, seating, cycle shelters, tree surrounds, door guards and litter bins for the school grounds. Melvin Smyth, Managing Director, said, “Everything we supplied was bespoke to the project, with our company designing and manufacturing all products at our Ballymena factory. “It was great to complete another successful project in the education sector in partnership with Woodvale Construction. It was a complex project, but with such a professional main contractor, it ran very smoothly.” Northern Ireland’s leading street furniture manufacturer, ASF Engineering was established in 1996 and manufactures a wide range of street furniture for many prestigious public realm schemes, park and retail developments throughout Northern Ireland. Customers include local councils, DfI Roads and Northern Ireland’s largest civil engineering and building contractors.

PAVING Designed as a one-storey campus of interlinking buildings meeting the demands of a diverse body of students in both age and special needs, Ardnashee School & College features a significant exterior perimeter. Having delivered paving solutions for an extensive portfolio of educational campuses, from St Christopher’s Special School in Leinster to the University of Leeds, Kilsaran was sub-contracted to supply paving for the project. Paving & Walling is one of six core sectors in which Kilsaran delivers project solutions, alongside Concrete Products & Aggregates, KPRO Façades & Mortars, Precast, Road Surfacing & Contracting and Materials Recovery & Recycling. ASPHALT SURFACING Breedon was awarded the subcontract package to install asphalt surfacing in the car parks, footpaths and playgrounds of the new Ardnashee School & College campus. The construction materials group worked closely with main contractor Woodvale Construction throughout the project to ensure the subcontract works were delivered in line with the main programme, and any problem areas such as falls were identified early to eliminate the risk of standing water. This resulted in high-quality surface finishes throughout. John Bradley, Contracts Manager, said, “In order to identify any potential issues prior to commencing on site, Breedon adopts a collaborative working approach on all jobs. This approach worked particularly well on this scheme and led to the delivery of a quality job, on time and on programme. With the special education needs campus designed to facilitate external income generation through its sports facilities, the high-quality, durable pitch will be used by both students at the school ranging in age from 3 to 19 and visiting groups.
