The Mill District Plan’s Solution . As summarized in the Mill District Plan, this leads to a land covenant restrict the public from access. We all know that what Craig and Mellisa aspire to in 2045 is what has happened on Vancouver’s waterfront and happening now in Bellingham on a former GP pulping mill site. The downtown plan is correct to acknowledge the significance and importance for the Camas Mill’s history and its power as an employer. It has insu ffi cient follow-through to warrant the cleanup sought by the city. Our Camas 2045 needs the Plan’s proposed overlay.
