OPERATING BUDGET As usual, the budget season began in May when Power Plan, the county’s budget software, was ready for departments to begin entering their 2023 budget requests. The creation of the operating budget required the continued consideration of the financial turbulence of the pandemic and strategic use of all available funding sources to support the goals and priorities through 2023. Budget season spans April through December, during which time the budget staff participated in over 150 meetings related to the budget process at all levels, from meeting with the Executive to working with the financial staff in each department. The 2023 capital budget supports a robust capital program without issuing new debt, saving the taxpayers over $100 million over the life of what could have been new bonds. This is possible because this budget leverages American Rescue Plan funding to support the projects that need to be done this year while riding out the turbulent bond market. Deferring a bond issue reduced the county’s debt per capita by 4.4%, or $32 per resident. This is the first time in at least 43 years that the county did not use bond sales to support the county’s contribution to the capital program.
