Elections Division Document Retention Improvements Working in accordance with Pennsylvania’s document retention code, CountyStat reviewed internal Elections Division processes and developed a retention, storage, and destruction plan for all election documentation. The retention plan was implemented in 2022, helping to facilitate the division’s move to new office space and newly organized warehouse space. DEPARTMENT SUPPORT CountyStat works together with many departments to help improve operations and better serve constituents. This often takes the form internal dashboards developed by CountyStat analysts that allow department managers to easily monitor key metrics and track their department’s progress in real-time. In 2022, those efforts included: • Emergency Services - Despite many efforts, the Emergency Services Department’s 9-1-1 Call Center struggled to meet its staffing goals, resulting in significant amounts of overtime for shift commanders and telecommunications officers. CountyStat performed analysis that considered how removing the county’s residency requirement for call center employees would expand the potential labor pool, helping the call center to meet its staffing goals, which led to the lifting of the requirement. • Children Initiatives - for the Department of Children Initiatives pilot program, Allegheny Child Care Matters, CountyStat developed an intake process to collect data from participants, built data storage and cleaning infrastructure and provided dashboards and automated weekly reports to track the progress and success of the program. • Public Defender - CountyStat created a dashboard that visualizes active cases, yearly counts of opened and closed cases, defendant demographics, and the time and location of attorney appearances in court. Overall, the dashboard helps the Office of Public Defenders understand its caseload and trends. In future iterations of the dashboard, CountyStat plans to provide insight into sentencing outcomes for clients of public defenders. • Economic Development - CountyStat created a dashboard for Allegheny County Economic Development staff to find and understand economic performance indicators related to Allegheny County. This dashboard consolidates in a single location a variety of measures of the health of the local economy, including labor force size, unemployment rates, sales tax collections, household income, housing vacancy rate, and population size.
