Prior to joining the Commission, he lived and worked in Washington, D.C., filling various roles for a governor, a member of Congress, and a private-sector lobbying firm. In each, he was a key figure in efforts to protect the environmental and economic health of the Great Lakes region. He has a long history of convening state, provincial, and congressional leadership to build consensus around difficult issues, including ballast water standards, maritime transportation infrastructure investment, and invasive species management. Mr. Brown has a Bachelor’s degree in political theory and constitutional democracy from Michigan State University’s James Madison College. Matt Doss

Eamonn Horan-Lunney is director of the Great Lakes and St. Lawrence Cities Initiative. Prior to joining the initiative in September 2019, he worked in the Canadian House of Commons as a member’s chief of staff and executive assistant. He was also a lobbyist for the Federation of Canadian Municipalities.
