Proposed Resolution Honoring Senator Ed Charbonneau, GLLC Chair

WHEREAS, Sen. Ed Charbonneau of Valparaiso, Indiana, has served with distinction as Chair of the Great Lakes-St. Lawrence Legislative Caucus in 2019 and 2020 and, before that date, as Indiana’s elected representative on the GLLC Executive Committee from 2015 through 2018; and

WHEREAS, as a champion of clean-water policies recognized throughout the region, Sen. Charbonneau’s legislative accomplishments have included creating an

interim study committee on Indiana’s water resources and policies; commissioning a statewide study of water utility infrastructure needs; establishing Indiana’s Water Infrastructure Assistance Fund to improve public water systems; and promoting the replacement of lead service lines by allowing water utilities to incorporate into their rates the cost of replacing customer- owned lead service lines; and

WHEREAS, under Sen. Charbonneau’s leadership, the GLLC launched the Patricia Birkholz Institute for Great Lakes-St. Lawrence Policy, with the inaugural institute in 2019 focusing on nutrient pollution and planning underway for the 2021 institute on climate resilience; and WHEREAS, in both 2019 and 2020, Sen. Charbonneau was instrumental in having September 7 declared as “Great Lakes-St. Lawrence Appreciation Day” in the State of Indiana; and WHEREAS, the Caucus is a better organization thanks to Sen. Charbonneau’s thoughtful leadership, his commitment to the GLLC’s mission, and his absolutely fantastic outlook on life; and

WHEREAS, his frequent claims to the contrary notwithstanding, Sen. Charbonneau doesn’t need anyone’s help to look good doing what he does; now therefore be it

RESOLVED, that the members of the Great Lakes-St. Lawrence Legislative Caucus do hereby express our most sincere appreciation for Sen. Charbonneau’s past service to the Caucus and to his continuing role as Past GLLC Chair.
