Prohibits use of firefighting foams that that contain intentionally added PFAS substances, unless used in emergency firefighting or fire prevention operations Definition of “solid waste” does not include certain sediments removed from the bed of Lake Michigan or Lake Superior Expand availability of loans from Safe Drinking Water Loan Program to include private users of public water systems to cover up to 50 percent of cost to replace lead service lines Create income tax credit for projects that eliminate exposure to a lead hazard in a dwelling Require child care centers, child care providers, and recreational and educational camps to test for lead in drinking water and to provide potable water if lead contamination is found Require tests of test all potable water sources in schools for lead at least once every three years; take corrective actions if necessary Make floating treatment wetlands eligible for lake management and river protection grants Change certain state rules on distribution, labeling of fertilizers and soil or plant additives produced from manure Owner of land that abuts navigable waterway is presumed to be riparian owner, is entitled to all rights afforded a riparian owner
