• Require communication to building staff, occupants, and, as applicable, the parents or guardians of the building occupants about testing results and remediation actions, if any, as well as the health hazards of exposure to lead. • For schools, encourage the use of the U.S. Environmental Protection Agency’s “3Ts for Reducing Lead in Drinking Water Toolkit” for guidance on testing and communicating test results. Promote standardized reporting of test results to central data systems to aid in measuring progress and conducting research • For all covered facilities, require reporting of testing results to public health agencies. • For maximum value, require data from testing results to be reported using a standardized template that includes: o Type of sample taken (e.g., initial first-draw). o Date and time of collection. o Name of the sample collector. o Name of laboratory performing the analysis of samples. o Location of the sample site. o Name of the outlet manufacturer and the outlet’s model number, if known. o Model number of faucets, valves, and other visible fixtures. o Water treatment already in place in the building (i.e., point-of-entry (POE) devices) or filters (point-of-use (POU) devices). o Total lead found, in µg/L. o If any samples exceed the applicable action level for lead, the following data:  Immediate response and control measures taken (including dates) for each problem outlet.  The date(s) of notification(s) provided to building staff, occupants, and parents and/or guardians of building occupants. • To facilitate research on lead in drinking water and effective response measures, require reporting to a government-sponsored regional and national clearinghouse, if available. Provide financial and technical assistance for testing drinking water • Authorize and incentivize community water systems to pay for the cost of the collection and/or laboratory analysis of the required testing. • Authorize and incentivize state/provincial and local health departments to assist in the planning and/or conduct of testing, remediation, and/or reporting. Expedite the full replacement of lead service lines • Require all owners and operators of community water systems to prepare and annually update comprehensive inventories of lead service lines, including privately owned service lines.
