• Require replacement of all lead service lines over a period of 20 years or less. • Authorize community water systems to pay for and conduct the replacement of privately- owned lead service lines. • Fund the full replacement of lead service lines through loans, grants, rates, or a combination. • Prohibit the partial replacement of lead service lines except in narrowly defined emergency situations and, in those circumstances, require that community water systems provide affected property owners with water filters, specifically designed to eliminate lead, for a period of three months. Improve communication about lead in drinking water • Require all notifications and other communications to be written in an appropriate manner and in multiple languages to enhance understanding by the recipients and distributed through appropriate means (e.g., letter, email, website) to increase accessibility. • Require labs authorized to conduct testing to use a standardized reporting template to provide easy-to-understand reports of testing results to customers using the following best practices: o Include a cover letter summarizing the lab results. o Report results using the same unit of measurement as the action level (µg/L). o Use bright or different colored text to flag results at or above the action level. o Simplify how much information is presented in lab reports. o Write out the sample location for each listed lab result. o Provide a short data dictionary and explain the use of symbols and acronyms. o Provide results and correspondence in multiple languages. o Offer training on how to read and interpret lab results and provide contact information for obtaining training. • Direct public health agencies to assist the public in interpreting lab results using the standardized template (e.g., create a short video or information sheet). • Require community water systems to provide notice to occupants of potentially affected residences and other buildings of construction or repair work on water mains, lead service lines, or water meters at least 14 days prior to beginning planned repair or replacement work using a standardized communication template. • Require that notifications regarding planned testing and results include, at a minimum: o A statement that there is no safe level of exposure to lead. o The actual testing result (in µg/L) and the corresponding sampling location within the building. o Information on the immediate protective actions that will be taken to prohibit the consumption of water from any outlet(s) for which the sampling results exceeded the applicable action level, and the timeframe for taking such actions. o Information on the short-term and permanent control measures that will be taken to eliminate the hazard posed by any outlet(s) for which the sampling results exceeded the applicable action level, and the timeframe for such remediation.
