• Promote accountability for policies and programs and education about best management practices. o Direct the creation of a template for standardized reporting using common metrics and make the reports accessible on agency web sites and the Blue Accounting platform managed by the Great Lakes Commission. o Promote collaboration across roles, sectors, and branches of government to involve all responsible parties and affected stakeholders, including members of the public and researchers, in evaluating the effectiveness of public policies intended to reduce nutrient pollution. o Make funding available to public universities, government agencies, and binational interstate compact agencies, not limited to the Great Lakes Commission, for researching the impact of state and provincial policies on nutrient pollution in the Great Lakes and St. Lawrence River region. o Encourage efforts to educate agricultural producers, local governments officials, and members of the public regarding the impact of nutrient pollution on water quality and best management practices for reducing polluted runoff. • Promote the role of state and provincial legislators in the oversight of progress on nutrient reduction programs. o Increase legislators’ awareness of and, as appropriate, involvement in the work of advisory groups or other bodies responsible for managing and advising nutrient reduction policies and programs. o Identify GLLC liaison(s) to serve on relevant Blue Accounting advisory groups to advance the information needs of legislators. • Examine drainage codes and update as necessary to reflect current and credible future conditions regarding storm water and flooding.
