CHANHASSEN FIRE DEPT.

CPR AND AEDS IN CHANHASSEN

The Chanhassen Fire Department now offers a free AED checkout library Automated External Defibrillators (AEDs) save lives. That's why the Chanhassen Fire Department is making them easier to access. Whether you're attending a sporting event, family reunion, picnic, backyard wedding, graduation party or other gatherings where AED availability may be a concern, we invite you to reserve an AED from us. These Avive AEDs are lightweight, compact, easy to transport and simple to use. How It Works Along with hands-only CPR, AEDs are a critical tool in helping someone who is experiencing sudden cardiac arrest. An AED will determine if the person’s heart is in a shockable rhythm and it will deliver a shock to the patient, if necessary. If you witness a cardiac arrest, first call 911 and have someone begin hands-only CPR. Hands-only CPR is performed by placing both of your hands on the center of the patient's chest and pressing hard and fast until someone else can take over for you. While hands-only CPR is underway, a second person turns on the AED. The AED is designed to give simple, easy-to-follow instructions. The Avive AEDs provided by the Chanhassen Fire Department feature a setting for child patients (under the age of 8) and a

Spanish-language feature that can be turned on, if needed. When everyday people take action through hands-only CPR and using an AED, they are helping to increase the chances of survival

for someone in cardiac arrest. How to Reserve an AED

Hands-only CPR can provide the victims of cardiac arrest with the valuable care they need until advanced treatment arrives. Learn the basic skills of hands-only CPR and Automated External Defibrillator (AED) use so that you are prepared to respond in the event of a medical emergency. Completion of this course does not result in certification. Hands-Only CPR LOCATED AT THE CHANHASSEN FIRE STATION » The national average for bystander public access to defibrillation was 12.6% with Carver County at 18.2% To reserve an AED from the Chanhassen Fire Department, simply contact the Chanhassen Fire Department Community Risk Reduction Office at (952) 227-1203 or danderson@chanhassenmn.gov or register through the online form located on the Fire Department’s Community Risk Reduction page. Be prepared to tell us the date(s) you wish to reserve the AED. Return your AED within three days after the completion of your event. How bystanders are making a difference Below are two summary metrics (taken from the 2024 Cardiac Arrest Registry to Enhance Survival report for Carver County) to allow us to compare our community’s bystander intervention rates against the national CARES rates. This shows we are above the national average, but we can continue our efforts in teaching hands- only CPR/AED use and making AEDs available around the county. » Nationally, bystanders perform CPR in 41.7% of cardiac arrest emergencies. In Carver County, bystander CPR occurs in 51.5% of cardiac arrest cases.

SAFETY & ELECTION INFORMATION

SECURE IN EVERY SEASON

» At night, keep outdoor lights on or use motion sensors to discourage unwanted visitors. These small steps help protect not only your property but also your neighborhood. The Carver County Sheriff’s Office encourages everyone to look out for each other. If something doesn’t seem right, report it—even if you’re unsure whether it's important. By staying alert and working together, we can help ensure Chanhassen remains a safe and welcoming community in every season.

As the weather warms and windows open, many of us spend more time outside, whether walking dogs, biking or working in the yard. Unfortunately, this is also the time of year when crimes of opportunity—like thefts from unlocked vehicles and open garages— tend to increase. A few simple habits can make a big difference. » Lock your car, even when it’s in your driveway. » Close garage doors when you’re not nearby and bring valuables inside instead of leaving them visible.

DEVELOPMENT & REDEVELOPMENT

THE QUESTION I GET ASKED THE MOST IS... "Why is that land being developed and how can I be a part of the development process?" When people ask why some properties develop and others stay open for years, the most important place to start is with a simple fact: Private property carries inherent development rights. That means a landowner can pursue development at a time that suits their interests. However, a development proposal must fit within the city’s Comprehensive Plan and zoning regulations. The city cannot deny a project simply because the land has been undeveloped for a long time. What we can do, however, is make sure every proposal follows city code and fits the city’s Comprehensive Plan, which sets the long-range vision for the city as established by the community. Chanhassen is a sought-after community due to its proximity within the broader metro, a variety of housing types, the extensive parks and trails system and access to quality schools. These community attributes have helped drive the development within Chanhassen the last several decades when areas that were once farm field are now the location of homes and businesses serving the daily needs of our community. Chances are that if you own a home in Chanhassen, your property was once a farm field or natural area before the land was developed into the place you now call home.

Eric Maass, AICP, EDFP Community Development Director

emaass@chanhassenmn.gov

(952) 227-1139 Chanhassen.info/community- development

Today we are seeing the development of properties that have been vacant for decades. In many cases, nothing changed about city policy. What changed was the level of private interest. When a landowner brings forward a development proposal, state law requires cities to review and take action on their development proposal within a specific timeline. While development rights exist, the city does set expectations through our zoning ordinance and Comprehensive Plan. Those tools help us strike a balance between growth and environmental stewardship. They also give residents meaningful opportunities to shape decisions. Every project includes public notice and chances to comment. A major part of how we plan for greenspace and future growth comes from our Comprehensive Plan, which is updated every ten years. The 2050 Comprehensive Plan process will soon be underway. The Comprehensive Plan guides where development happens, where preservation is prioritized and how we invest in parks, trails, water resources and infrastructure. The article on page 7 explains the timeline and how you can stay involved in shaping this community-wide vision for the decades ahead. The more residents participate, the better the outcomes . When residents attend open houses, share local knowledge or raise concerns early in the process, it strengthens our ability to plan responsibly and make decisions that reflect community values. Chanhassen’s character has always been defined by a balance of natural beauty and thoughtful growth. Your input helps us keep it that way.

COMPREHENSIVE PLAN

2050 COMPREHENSIVE PLAN

Planning today for the Chanhassen of tomorrow

Every ten years, cities across the metro are required to update their Comprehensive Plans to guide how they grow and evolve. Chanhassen’s next plan, known as the 2050 Comprehensive Plan, will shape decisions about land use, roads, water systems, housing, parks, trails and natural resources. This long range plan sets the direction for how the city will manage change, support quality of life and invest in the things that make Chanhassen a community for life.

What it is The Comprehensive Plan is a roadmap for future growth across nearly every part of the city. It covers land use, local surface water, sanitary sewer, potable water infrastructure, housing, transportation, parks, trails and natural resources.

Why it matters The plan guides nearly every major city decision, from where new neighborhoods or parks are built to how the city protects lakes and open spaces. It ensures that growth happens thoughtfully and sustainably, in line with city policy and resident priorities.

3 This project was part of the Arboretum Area Transportation Plan and needed to be completed ahead of the Highway 5 Improvement Project beginning in 2026. Access from Crimson Bay Road to TH 5 was permanently removed by connecting the north end to Dogwood Road, improving safety for residents and the traveling public. Sanitary sewer and watermain were extended to Crimson Bay Road properties, allowing connection to public utilities and removal of wells or septic systems. The project required close coordination with the University of Minnesota Landscape Arboretum. Construction cost totaled $1.7 million. Crimson Bay Road Reconstruction

2 This project transformed Galpin Boulevard from a rural roadway into a safer urban street. Improvements included new curb and gutter, storm sewer, shared-use trails and traffic calming features. Most of the watermain was replaced and sanitary sewer was extended, allowing additional properties to connect to public utilities and move away from wells and septic systems. Safety upgrades included improved roadway alignment, lower speeds and updated intersection controls. Constructed over two years at a cost of just over $17 million, the project represents a significant long-term investment in safety, infrastructure and mobility for residents and the public. Galpin Boulevard Reconstruction

1 This $3.2 million project completed final design and bidding to target the limited summer construction window while school was out of session. Only one bid was received and it exceeded available funding, preventing construction from moving forward as planned. The project has been rescheduled for summer 2028, as work would be difficult while the Highway 5 Improvement project impacts regional traffic. A temporary traffic signal is planned for spring 2026 to help manage access to the middle school during Highway 5 detours. Highway 41 Roundabout at Minnetonka Middle School West

4 This project included improvements along Frontier Trail, Del Rio Drive and Conestoga Trail. While a mix of rehabilitation techniques were used, most streets underwent full reconstruction, including replacement of underground sewer and water infrastructure and construction of new pavement with curb and gutter. Additional improvements included new street lighting, enhanced stormwater management, lift station upgrades and traffic calming features. The total construction cost for the project was $9 million. 2025 City Pavement Rehab Project

5 This $7 million project was originally planned for construction in 2025 but was postponed to 2026. The scope shifted from a full reconstruction with dual roundabouts to a more targeted pavement rehabilitation approach. Planned improvements include widening at the railroad crossing, rehabilitation of street, trail and sidewalk pavements and replacement of the traffic signal at West 78 th Street. Additional work includes pavement along Chan View, watermain improvements, street lighting and landscaping. A key component is the downtown water reuse system serving the Civic Campus and City Center Park ballfields. Market Boulevard Rehabilitation

E-BIKES IN CHANHASSEN

ALL THINGS E-BIKES:

Your guide to riding smart, staying safe and keeping Chanhassen rolling smoothly

How to be a good e-citizen Ride Right: Best Practices

Stay alert and watch for others

Ride at a safe speed

Yield at crosswalks

Wear a helmet whenever possible

Obey all traffic signs and signals

Passengers are not allowed...one person per bike!

Signal or call out before passing

The Rise of the E-Bike E-bikes are everywhere and for good reason. They’re fast, fun and a great way to explore Chanhassen’s trails and neighborhoods. But as their popularity grows, so do the questions: Where can you ride? How fast can you go? And what’s the deal with Class 1, 2 and 3? Here’s a quick rundown to help everyone share the road safely and with a smile.

Not Everything With a Motor Is an E-Bike If your bike goes faster than 28 mph, doesn’t have pedals or needs to be registered like a motorcycle, it’s an e-moto bike. Those are not allowed on sidewalks, trails or most roads. Think of them as mini motorcycles, not bicycles.

Tips » Don’t modify your motor or speed settings. Once you do, it’s no longer a legal e-bike. » Be courteous on trails. Pedestrians and slower cyclists always get priority. » Use front and rear lights at night and wear something reflective. » Park responsibly. Keep sidewalks and ramps clear.

The Three Classes of E-Bikes There are three classes of e-bikes and all are legal in Chanhassen. Class 1: Pedal-assist only, up to 20 mph

right side when safe and move toward the center only to turn or avoid hazards. Sidewalks: Allowed outside business districts. Trails: Allowed unless otherwise posted. To qualify as an e-bike in Minnesota, your bike must: » Have pedals and a saddle seat » Use a motor of 750 watts or less » Top out at 28 mph or less » Be operated by someone at least 15 years old

Class 2: Pedal-assist or throttle, up to 20 mph

Where You Can Ride E-bikes are welcome almost everywhere bicycles are. Just follow the same safety rules and remember that courtesy counts. Roads: Allowed. Stay near the Class 3: Pedal-assist only, up to 28 mph (helmets required for riders under 18)

Do: » Signal before passing » Slow near walkers » Ride respectfully

Don't: » Modify your motor » Ride recklessly » Block sidewalks

ENVIRONMENTAL UPDATES

TREES, TREES AND MORE TREES

Treating for Emerald Ash Borer Emerald ash borer or EAB is, unfortunately, well established within Chanhassen. If you have chosen to preserve your tree and treat it, you should plan on scheduling follow-up treatments on a bi-annual basis. Ash trees should be treated when the leaves are on the tree. This is because the insecticide is taken up by the vascular system of the tree and is most quickly taken up when leaves are actively transpiring. If you have ash trees, or any trees, that need to be removed, here are some tips to consider when hiring a tree care professional: » Get multiple quotes to make sure you’re getting the best deal. » Make sure the company you hire has proof of insurance. » Beware of deals that sound too good to be true.

Whose tree is this? If you’re not sure where your property lines are, start by visiting the Carver County GIS website ( gis.carvercountymn.gov/ property/?page=Map ) where you can type in your address and pull up an aerial view of your property lines. Oftentimes, this helps determine tree ownership. If you and your neighbor are still unsure and need precise measurements of the property line to determine ownership, you will need to hire a professional surveyor. The city cannot help with determining tree ownership between neighbors.

Saturday, May 2 | Location TBD Join the City of Chanhassen and the Environmental Commission on May 2 for our annual Arbor Day planting event! The city will supply gloves and shovels but you're welcome to bring your own. We will have refreshments and some activities for all ages. ARBOR DAY March 2026 (Check city website for more information) The residential tree sale is an opportunity for Chanhassen residents to purchase trees in a variety of species through the city. RESIDENTIAL TREE SALE STORMWATER POND MANAGEMENT PLAN & ANNUAL MAINTENANCE PROJECT

For more information about stormwater ponds or the annual maintenance program, please contact: Joe Seidl, Water Resources Engineer Email: JSeidl@chanhassenmn.gov | Phone: (952) 227-1168 These surveys included depth measurements and visual inspections to evaluate the condition of each pond. Since then, staff have conducted follow-up inspections to track changes and update maintenance priorities. The information gathered helps the city determine which ponds need maintenance to continue protecting local water resources and downstream water bodies. Each year, the city completes a Stormwater Pond Improvement Project based on these priorities to keep our stormwater system functioning properly.

The City of Chanhassen owns and maintains nearly 300 public stormwater ponds. These ponds play an important role in managing runoff by providing flood control, reducing peak storm water flows and improving water quality. In 2020, city staff completed detailed surveys of almost all publicly owned ponds.
